About this file

This memorandum provides recommendations for pavement preservation projects in two national parks. The projects include applying microsurfacing or thin-lift asphalt overlays on roads and parking areas exhibiting fair to good conditions within Gulf Islands National Seashore and Vicksburg National Military Park. Full depth patching and crack sealing are recommended beforehand for areas with more severe distresses. Appendices provide location maps, condition reports from recent inspections, and tables outlining recommended treatments by route. The work is being designed to support upcoming solicitations for pavement preservation projects under Solicitation Number 693C73-24-B-000004 issued by the Department of Transportation Federal Highway Administration.

This memorandum serves to support the PS&E development for two projects. The projects consist of pavement preservation for several roadways and parking areas within the Gulf Islands National Seashore (GUIS) and Vicksburg National Military Park (VICK) as follows:

NP SER PMS FY23(1) - GUIS (Florida and Mississippi)

NP SER PMS FY23(2) – VICK (Mississippi)

The recommendations herein are based on findings from the field assessment performed by the Eastern Federal Lands Highway Division (EFLHD) Pavements Team and our review of the most recent Road Inventory Program (RIP) data.

BACKGROUND

The EFLHD RIP last collected the pavement condition data in GUIS and VICK as part of Cycle 6 (C6) with the Data Collection Vehicle (DCV) for roadways and manually for parking areas and some roadways. A project location map for routes collected in C6 is included in Appendix A. Based on C6 RIP data collected in 2019, the Pavement Condition Ratings (PCRs) for roadways and parking areas were determined as follows:

Gulf Islands National Seashore (GUIS) o A total 81 routes consisting of roads and parking areas were scoped.

o Pavement conditions for roadways typically ranged from fair (PCR of 62) to excellent (PCR of 100). A few roadways were determined to be in poor conditions with PCRs ranging from 21 to 60.

o PCRs for parking areas mostly ranged from fair (PCR of 73) to good (PCR of 90). Some parking areas were determined to be in poor conditions with PCRs ranging from 12 to 60.

Vicksburg National Military Park (VICK) o A total 29 routes consisting of roads and parking areas were scoped.

o PCRs for roadways typically ranged from fair (PCR of 61) to good (PCR of

94). Few roadways were determined to be in poor conditions with PCRs ranging from 6 to 30.

o PCRs for parking areas typically ranged from fair (PCR of 73) to good (PCR of 90). One parking area was rated as poor with a PCR of 53.

Appendix B includes the C6 RIP Road Condition Summary Report for the roadways and parking areas within GUIS and VICK.

The Pavements Team conducted a condition survey based on visual inspection from February 28th to March 3rd, 2022, of all roadways and parking areas within the project scope to assess the existing pavement conditions and determine the feasibility of pavement preservation treatments. Multiple roadways and parking areas were confirmed to be in fair to excellent conditions, however there were pavements in poor condition with distresses

GUIS

A total 81 routes were scoped by the Pavements Team in GUIS. 44 out of the 81 routes were confirmed to be in fair to excellent conditions exhibiting edge cracking (Figure 1), transverse cracking (Figure 2), and block cracking (Figure 3). Localized rooting was observed in few locations (Figure 4). 4 routes were recently overlaid in late 2021 and were thus removed as preservation candidates. Okaloosa West Access Road (GUIS-0211) was observed to be paved with seashells and Public Beach Parking #21 (GUIS-0921) had a small area with cellular confinement system (CCS).

VICK

14 out of the 29 areas and roads within VICK were observed to be in fair to good condition.

Block cracking (Figure 6), localized fatigue cracking (Figure 7), raveling (Figure 8), transverse cracking (Figure 9), and longitudinal cracking (Figure 10) were observed during the field view. Some of the routes (VICK-0014 and VICK-0924) were either fully or partially concrete and are beyond preservation. During the field view, it was observed that all the 29 scoped routes within VICK included brown aggregate in the surface course.

PAVEMENT RECOMMENDATIONS

The Pavements Team evaluated all routes within VICK and GUIS based on the visual assessment of the existing pavement conditions and C6 RIP for validation, to determine routes that are candidates for preservations.

We have found that several assessed routes will benefit from pavement preservation treatments. However, approximately 52% of the total number of roadways and parking areas within the two parks are exhibiting conditions that might not benefit from preservation.

These routes have either received a pavement treatment recently or exhibit moderate to high severity distresses that deem them beyond preservation and warrant rehabilitation treatments. Roads and parking areas meeting any of those above conditions are excluded from the scope of work. Spot reconstruction (i.e. patching) and crack sealing/filling are recommended prior to placing the preservation treatment for preservable routes.

Based on the existing pavement conditions of roads and parking areas, micro-surfacing, and a Thin-lift asphalt concrete (AC) overlay (¾ inch) are feasible preservation treatments for routes within the scope of work. However, the application of micro-surfacing uses large machinery which pose constructability issues for small parking areas and pull-offs as this would lead to the micro-surfacing treatment being applied via handwork, resulting in possible poor aesthetics and workmanship issues. Therefore, a Thin-lift AC overlay is recommended for small parking areas or short roads with tight turns where micro-surfacing might not be feasible.

The following pavement preservation strategies are recommended as per the FP-14 Specifications, “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”:

Micro-surfacing Type 2 – Micro-surfacing is the recommended option for roads and large parking lots.

Thin-lift AC Overlay (¾ inch) – a Thin-lift AC overlay (4.75 mm NMSA) for small parking lots and short roads with tight curves is recommended. For roads and parking areas where a curb exists, taper milling will be needed to maintain the existing curb reveal. Tack coat must be applied to the surface prior to placement of the overlay. Crack sealing and filling, if required, should be applied as described below. However, it’s our understanding that the NPS prefers for all parking areas to be treated with thin-lift AC overlay. Therefore, all parking areas are designated for treatment as such.

The existing pavements may require the following repairs prior to placing the proposed preservation treatments:

Perform a Full Depth Patch (FDP Type 1 or Type 2) as necessary, in areas exhibiting fatigue cracking, settlement, and/or potholes. Such areas should be identified by the CO. Patch areas should be performed in accordance with Section 418.

Perform Crack Sealing and Filling at least a week prior to placing the Thin-lift overlay preservation treatment. Crack sealing (crack width ¼-inch to less than -inch) and filling (crack width greater than 1-inch) should be performed in accordance with Section 414. It is recommended to have as much time as possible, typically 6 to 12 months or one season per industry practice, between the crack sealing operation and a hot surface treatment application. That time will allow for the crack sealant to set into the cracks and cure under vehicular traffic. This will also prevent too much sealant under the surface treatment resulting in better performance. If crack sealing occurs prior to 6 months from the preservation treatment application, it is recommended to use a recessed configuration by applying the sealant so that it sets below the surface. This reduces the risk of the sealant melting and potentially bubbling back through the subsequent hot surface treatment applications.

Table 1 provides the approximate quantities for patching and crack sealing/filling for the parks specified.

Removal of pavement markings and wheel stops will be necessary prior to placement of the surface treatment on some routes/parking areas.

A list of routes with the respective proposed preservation treatment and estimated patching and crack cleaning/sealing quantities is included in Appendix C and D for GUIS and VICK, respectively.
