Q30. Wick Drain specification 31 07 00item 2.1.1 table 1 specifies a discharge capacity of 20 gpm/ft of width at hydraulic gradient of 1.0. In this case with a diameter of 4 inches a 6.6 gpm/ft @hydraulic gradient of 1.0 is being required. The norm gpm/ft is approximately 2.5 gpm/ft @hydraulic gradient of 1.0. please advise if the norm will be acceptable ?

A30. See spec section 31 07 00 per amendment 0004.

Q31. Vertical Wick Drain specification 31 07 00, section 2.1.1 lists a discharge flow rate well in excess of any vertical wick drains. The discharge requirement (20 gallons per minute per foot of width, at a gradient of 0.1 and confining pressure of 10 psi) would result in flow of 6.66 gallons per minute for a 4” wide wick drain.

This is common wording for a horizontal strip drain specification (6 or 12 inch wide by 1 inch thick material, as opposed to 4” wide by ¼ inch thick material). There are no commercially/commonly manufactured wick drain materials that would be able to meet this specification. Typical flow rates for our ‘economical’ drain is the range of 1.7 gallons per minute at this pressure, 2.3 gallons per minute for our ‘high performance’ drain.

Please provide clarification on the material specifications.

A31. See spec section 31 07 00 per amendment 0004.

PART 3 EXECUTION

3.1 VERTICAL WICK DRAIN INSTALLATION

Vertical wick drains shall be installed subsequent to the construction of the sand fill working pad. Vertical wick drains must be installed according to manufacturer's specifications. The Contractor may use augering or other methods to loosen the working pad prior to installation of the vertical wick drains. Vertical wick drains shall be installed with approved equipment, which will cause minimum disturbance of the subsoil during installation.

The Contractor shall locate vertical wick drains in the field and mark such locations on the ground. The location of the vertical wick drains shall not vary by more than 6 inches from the locations shown on the plans or as directed by the contracting officer. The vertical tolerance shall not be more than 0.25 inch per foot from vertical. Vertical wick drains shall be installed from the working surface to the depth shown in the plans or as designated by the Contracting Officer. Vertical wicks that are out of their proper locations, damaged in construction, or are improperly installed will be rejected. Rejected vertical wick may be removed or abandoned in place, at the Contractor's option. Replacement drains shall be located within 18 inches of the rejected drain. All rejected drains will be replaced at the

Contractor's expense.

The Contracting Officer will provide the Contractor with a drawing showing the perimeter area of the wick drain installation. At least two weeks prior to installation of the wick drains, the Contractor shall submit to the Contracting Officer for review and approval, details of the sequence and method of installation. As a minimum, the submittal shall contain the following specific information:

a. Size, type weight, maximum pushing force and configuration of the installation rig.

b. Dimension and length of mandrel.

c. Details of wick drain anchorage.

d. Detailed description of proposed installation procedures.

e. Proposed method(s) for overcoming obstructions.

f. Proposed method(s) for splicing wick drains.

3.1.1 Approval by the Contracting Officer

Approval by the Contracting Officer will not relieve the Contractor of the responsibility to install wick drains in accordance with the plans and specifications. If, at any time, the Contracting Officer considers that the method of installation does not produce a satisfactory wick drain, the Contractor shall alter his method and/or equipment as necessary to comply with the Plans and Specifications.

3.1.2 Prior to Installation

Prior to the installation of wick drains within the designated areas, the Contractor shall demonstrate that the proposed equipment, method and materials produce a satisfactory installation in accordance with these specifications. For this purpose, the Contractor may be required to install trial wick drains at locations designated by the Contracting Officer.

Payment for satisfactory trial wick drains will be at the bid price per drainage wick, installed. Payment will not be made for installing unsatisfactory trial wick drains.

In addition, the Contractor shall stake out (flag) the proposed locations of the wick drains and then take all necessary precautions to preserve the stakes. The locations of the stakes (or flagging) shall not vary more than six (6) inches from the locations indicated on the drawings or as directed by the Contracting Officer.

3.1.3 Wick Drains

Wick drains that deviate from the plan location by more than six (6) inches, or are damaged, or are improperly installed, will be rejected and no compensation will be allowed for any materials furnished or for any work performed on such wick drains. Replacement wick drains shall be offset as directed by the Contracting Officer from the location of the rejected wick drains.

3.1.4 Verification of Plumbness and Depth

The wick drains shall be installed vertically to the depth specified on the Drawings. The Contractor shall provide the Contracting Officer with a suitable means of verifying the plumbness of the mandrel and determining the depth of the wick drain at any time. The equipment shall be carefully checked for plumbness and shall not deviate more than 0.25 inches per foot from the vertical.

3.1.5 Splices or Connections

Splices or connections in the wick drain material shall be done in a workmanlike manner so as to insure continuity and flow through the wick drain material. The splice or connection technique must be approved by the Contracting Officer. The wick drains shall be installed in such a sequence that construction equipment will not disturb any previously placed wick drains. Splicing of the vertical wick drains shall be done so as to insure structural and hydraulic continuity of the vertical wick drain material. No more than one splice per drain will be allowed.

3.1.6 Obstructions

Where obstructions or stiff soils are present that prevent the installation of wick drains, the Contractor will make two attempts to install a wick drain within 18 inches of the original location. If a drain can still not be installed, the location will be marked and designated for pre-augering/pre-drilling. Pre-augering/pre-drilling may be required through the sand working pad. Deeper pre-augering/pre-drilling must be approved by the Contracting Officer.

3.1.7 Wick Drains from Working Surface

Wick drains shall be installed from the working surface to the specified depth, or to such a depth either shallower or deeper than plan depth, where the soil resists a reasonable effort at further penetration. The Contracting Officer may vary the depths, spacing, or the number of wick drains to be installed, and may revise the plan limits for this work as necessary. If the previously listed changes are substantial enough to become a material change to the wick Drain Contractor's contract, as determined by the Contracting Officer, the contract unit price for appropriate bid item(s) listed in paragraph 1.3 may be adjusted.

3.1.8 Contractor

The Contractor shall provide the Contracting Officer with suitable means of making a linear determination of the depth of wick drain installed at each wick drain location and a linear determination of the depth of pre-auger/pre-drill holes, if pre-auger/pre-drill holes are required.

3.1.9 Wick Drain Material

The wick drain material shall be cut neatly at its upper end. There shall be a four (4) inch to eight (8) inch length of wick drain material protruding above the surface at each wick drain location.

3.1.10 Equipment

Wick drain installation shall be performed by a Contractor experienced in this type of work. The wick drains shall be installed with equipment which will cause a minimum of disturbance of the subsoil during the installation.

The wick drains shall be installed with a sleeve or mandrel that will be advanced to the required elevation using constant load, or constant rate of advancement methods. The use of falling weight impact hammers and jetting shall not be permitted for installation of the wick drains. Vibratory techniques may be used to penetrate the sand working pad, but may not be used to penetrate the underlying soft materials. The mandrel shall protect the wick drain material from tears, cuts and abrasions during installation and shall be withdrawn after the installation of the drain. The mandrel shall be of sufficient cross-section area so that it will maintain the integrity of the vertical wick such as avoiding crushing or distorting the shape of the vertical wick. The mandrel shall have a maximum cross-sectional area of 10 square inches. The drain shall be provided with an "anchor" plate or rod at the bottom to anchor the bottom of the drain at the required depth at the time of mandrel removal. The cross sectional area of the mandrel and anchor combination shall not be greater than ten (10) square inches. The wick drain installation unit shall be capable of applying a minimum force of 30,000 lbs.

3.1.11 Daily Checklists

The Contractor shall supply to the COR, by the morning following each work day, daily checklists containing a summary of wick drains installed. The summary shall include drain type, surveyed locations, and length to nearest one foot, quantity of wick drain installed at that location, the locations of any wick drains that do not extend to the plan elevation, and the locations and depths where vibration or predrilling was used to install the wick drain. Obtaining surveyed locations of the wick drains is critical so that instrumentation and borings do not intersect the wick drains.

3.2 Vertical Wick Drain Removal

Vertical wick drains within the preload removal limits may remain in place after the preload period. The Contractor shall remove any wick drains at the direction of the COR.

3.3 Strength Gain Verification Program

The Government will conduct a strength gain verification program consisting of soil test borings and cone penetrometer tests in order to verify strength of foundation soils. The borings will be performed approximately 3 months after the preload embankment construction and again near the end of the preload period. Contractor shall provide access to the boring and cone penetrometer test locations. The surveyed locations of the wick drains will be used to lay out the boring and cone penetrometer test locations so as not to intersect the wick drains.
