About this file

This is a Notice to Design Professionals issued by the Georgia Department of Corrections (GDC) for the Valdosta State Prison Boiler Plant Project & Underground Loop Systems. The GDC is soliciting responses from registered engineers and architects to provide professional design and construction administration services for a central boiler plant and facility-wide underground loop piping system. The project scope includes preparation of schematic design and design development documents, construction documents, bidding assistance, and construction contract administration. The design professional must conduct weekly site visits and submit weekly site inspection reports during construction administration. The project addresses a recent catastrophic failure of one of the prison's large boilers, currently replaced by a rental unit, and requires phased design and installation to maintain facility operations without shutdown. Responses, including a Letter of Interest, GSA Standard Form 330 Architect/Engineer Questionnaire, and a notarized Contractor Affidavit, must be submitted in both written and electronic formats to Fred Hastings, MEP Project Manager, by 4:00 PM EST on October 14, 2021. Following initial qualification evaluation, three or more highly qualified firms will be invited for interviews, with an optional site visit available prior to departmental interviews.

The notice does not contain specific pricing information, contract award amounts, or funding sources. Respondents must be established firms licensed to practice engineering or architecture with principal offices in Georgia. Selection criteria include organization, design ability, past performance, ability to meet time requirements, budget limitations, and professional experience. The notice specifies that all package submissions must be mailed or shipped due to COVID-19 restrictions, with no in-person deliveries accepted. The GDC reserves the right to reject any or all statements of qualifications and to waive technicalities at its discretion. Contact for additional project information is Fred Hastings at (678) 628-6581 or Frederick.Hastings@GDC.GA.GOV.
