About this file

This Notice to Applicants for FY 2025 from the Federal Motor Carrier Safety Administration (FMCSA) announces revised funding opportunities for three grant programs: Commercial Driver's License Program Implementation (CDLPI), Commercial Motor Vehicle Operator Safety Training (CMVOST), and High Priority (HP). The notice invalidates all previously submitted applications and requires applicants to submit a new application package under Revised Funding Opportunity Number FM-CDL-25-003 by July 7, 2025, at 5:00 p.m. EST.

The CDLPI grant program, with a CFDA Number of 20.232, aims to provide financial assistance to states and eligible entities to improve the national Commercial Driver's License (CDL) program. The program focuses on the "One Driver - One License - One Record" concept, supporting activities such as knowledge and skills testing, maintaining accurate driver history records, and enforcing driver disqualifications. For fiscal year 2025, approximately $88.7 million is available, with FMCSA anticipating around 55 awards ranging from $35,000 to $7.3 million, primarily targeting state governments, tribal governments, higher education institutions, nonprofits, and for-profit organizations.

NOTICE TO APPLICANTS

On February 3, 2025, the Federal Motor Carrier Safety Administration (FMCSA) removed the open competitive Notices of Funding Opportunity (NOFOs) for its Commercial Driver’s License Program Implementation (CDLPI), Commercial Motor Vehicle Operator Safety Training (CMVOST), and High Priority (HP) grant programs. This allowed FMCSA to revise its NOFOs to ensure they were consistent with DOT Order 2100.7 – Ensuring Reliance upon Sound Economic Analysis in Department of Transportation Policies, Programs, and Activities, and to remove any references to rescinded Executive Orders and policies.

All applicants are required to submit a new application package under Revised Funding Opportunity Number: FM-CDL-25-003 and Revised Competition ID number: FM-CDL-25-003-116996.

Any applications initiated or submitted through Grants.gov on/before February 3, 2025, are no longer valid and will be considered ineligible for FY2025.

The CDLPI NOFO will be open for 30 days and applications are due by July 7, 2025, at 5:00 p.m. EST.

FMCSA encourages applicants to thoroughly review the revised NOFOs. For the CDLPI and CMVOST grant programs, FMCSA recommends reviewing the materials and resources from our previous funding conference, which was held from January 15-16 of this year. Materials and resources can be found within the grants.gov announcement and at the following link: https://www.fmcsa.dot.gov/fy25grantfundingopportunities
