About this file
This document is a Notice of Non-Award issued by Hillsborough County Public Schools (HCPS) on June 11, 2025, regarding solicitation number 25149-RFP-MST for Real Estate Appraisal Services. HCPS has decided to reject all received proposals and cancel the competitive solicitation due to insufficient bids, with only two proposals meeting the solicitation's requirements. The rejection is based on statutory provisions that allow HCPS to engage a maximum of two appraisers and consider appraisal services as "artistic services" not subject to mandatory competitive solicitation.
The notice outlines specific legal protections for the rejected proposals under Florida Statutes, including exemption from public records requirements for twelve months. HCPS retains the authority to reissue the competitive solicitation or select appraisers through alternative means. Potential bidders are advised that they must file any protests within the prescribed timeframe and that failure to do so constitutes a waiver of proceedings. The procurement officer, Christy Perales, is available for questions at the contact information provided in the document.

PROCUREMENT SERVICES DEPARTMENT
NOTICE OF NON-AWARD
June 11, 2025
Re: 25149-RFP-MST Real Estate Appraisal Services
To Whom It May Concern:
Hillsborough County Public Schools (“HCPS”) hereby provides notification that HCPS has determined that it is in its best interest to reject all received proposals and cancel the above-referenced competitive solicitation.
Only two bids were received that met the solicitation's requirements, which is insufficient to meet our operational needs. Per Florida Statute 1013.14(1)(b), we are required to engage a maximum of two appraisers and may require additional appraisers in cases where conflicts of interest arise. This limitation is especially concerning in the event one of the selected appraisers has a conflict of interest with a developer, leaving us without a suitable alternative.
Additionally, under Florida Statute 287.057(3)(e)(1 and 4), appraisal services are considered "artistic services" and, like legal services, are not subject to competitive solicitation requirements. Therefore, issuing an RFP was not mandatory, and we retain the authority to reject the current bids.
In accordance with Section 119.071(3), Florida Statutes, the rejected proposals shall remain exempt from Sections 119.07(1) and 24(a), Art. I of the State Constitution until HCPS provides notice of an intended decision concerning the reissued competitive solicitation or until HCPS withdraws the reissued competitive solicitation. The submitted proposals shall not be exempt for twelve (12) months after this Notice of Rejection date.
Per Section 120.57(3)(a), Florida Statutes, failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. The affected party must file a protest, bond, or other security with HCPS.
Please contact Christy Perales, Procurement Officer, at (813) 272-4683 or via email at christy.perales@hcps.net if you should have any questions. Thank you for your continued interest in conducting business with Hillsborough County Public Schools, Florida.
Sincerely, Christy Perales, Procurement Officer
Superintendent of Schools Van Ayres
