About this file

This is a Notice of Proposed Sole Source Purchase issued by the University of Mississippi for the procurement of a refurbished Beckman LS6500 Liquid Scintillation Counter. The Department of Chemistry & Biochemistry requires this equipment to support ongoing research activities involving the detection and quantification of low-level radioactive isotopes in biological and chemical samples. The Beckman LS6500 is necessary to provide the sensitivity, counting efficiency, and analytical capabilities required for existing research protocols and experimental methods currently employed within the chemistry department. Objections to this sole source certification must be submitted by Monday, June 29, 2026 at 10:00 am Central Time to Jeff Wells, Procurement Manager, at the University of Mississippi Procurement Services, either by hand delivery, regular mail, overnight delivery, or email to solesource@olemiss.edu with a copy to purchase@olemiss.edu.

GMI OpCo, LLC is identified as the only qualified vendor capable of providing the refurbished equipment, as the LS6500 system is no longer manufactured or supported by Beckman Coulter and contains a radioactive source. GMI is the sole vendor with the appropriate licensing and expertise to provide a re-certified instrument and manage all regulatory transfer requirements. The total cost for this purchase is $20,994.36, which the University determined to be reasonable given the discontinued status of the equipment and the supplier's qualification to provide re-certified instruments containing radioactive sources. The department engaged with the supplier to obtain educational discounts. If the University determines after reviewing submitted objections that other sources can provide the required commodity, it will withdraw the sole source certification and proceed with an advertised competitive bid. If no alternative sources are identified, the University will appeal to the Public Procurement Review Board for approval to proceed with the purchase.

UNIVERSITY OF MISSISSIPPI

Notice of Proposed Sole Source Purchase

#SS 478

The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.

Commodity or commodities to be purchased (manufacturer, model, description):

Beckman LS6500 Liquid Scintillation Counter (Refurbished)

The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of the department:

The Department of Chemistry & Biochemistry has ongoing research activities involving the detection and quantification of low-level radioactive isotopes in biological and chemical samples. The Beckman LS6500 Liquid Scintillation Counter is required to support this research by providing the sensitivity, counting efficiency, and analytical capabilities necessary for existing research protocols and experimental methods currently employed within the chemistry department.

Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):

GMI OpCo, LLC is the only known vendor capable of providing this refurbished equipment. The LS6500 system contains a radioactive source and is no longer manufactured or supported by Beckman Coulter.

GMI is the only qualified vendor with the appropriate licensing and expertise to provide a re-certified instrument and manage all regulatory transfer requirements.

Why the amount to be expended for the commodity is reasonable:

The cost of $20,994.36 is reasonable due to the discontinued status of the Beckman LS6500 and the ability of the supplier to be qualified to provide re-certified instruments containing radioactive sources.

Efforts that the agency went through to obtain the best possible price for the commodity:

The department engaged with the supplier to obtain educational discounts for this instrument.
