About this file

This is a Notice of Proposed Sole Source Purchase issued by the Mississippi State Department of Health for laboratory reagents and collection devices required by the Mississippi Public Health Laboratory (MPHL) Environmental Microbiology Section. The MPHL performs testing for drinking water microbiology and dairy water in accordance with Environmental Protection Agency (EPA) and Food and Drug Administration (FDA) guidelines. The procurement includes eight product line items from Idexx Laboratories, Inc., including Colilert reagents, Colisure reagents, collection vessels, sterile water, and Quanti-Tray disposables. Quantities vary by item, ranging from one to 480 units per kit package. The deadline for objections to the sole source designation is August 24, 2026, at 3:00 p.m. CST. No bidders conference or site visit is referenced in this notice.

The estimated annual cost for this procurement is $338,861.98, with individual item prices ranging from $59.35 to $773.36 per kit. Idexx Laboratories, Inc. is identified as the sole supplier and distributor of these specific EPA and FDA-cleared test products for the presence/absence detection of total coliform and E. coli in drinking water and dairy water. The department asserts that no other reagents are EPA and FDA-approved for these specific tests and that all applicable discounts have been explored and applied, with shipping costs included in the total. The notice indicates that any entity objecting to the sole source designation must submit written documentation to the Mississippi State Department of Health Purchasing Department with detailed explanations and supporting evidence. If alternative sources are deemed viable, the procurement will be converted to a competitive bid process; if no viable alternatives are identified, the matter may be appealed to the Public Procurement Review Board.
