About this file
This is a Notice of Proposed Sole Source from the Colorado Department of Law, Office of the Attorney General, seeking to procure statewide law enforcement training services from the Colorado Organization for Victim Assistance (COVA). The solicitation, numbered NPSS1 LAAA 2019-206, requests comprehensive crime victim training services for all law enforcement agencies throughout Colorado. The contract term begins July 1, 2019, and runs through June 30, 2020, with an option to extend for four additional one-year terms. Interested vendors must submit a cover letter signed by an authorized representative that includes company contact information and a description of their firm's experience and qualifications in developing, executing, and tracking statewide law enforcement training programs. Submissions should be directed to Aran Raz, Purchasing Agent, at the Colorado Department of Law via email with the solicitation number in the subject line.
The Colorado Department of Law has budgeted approximately $33,282 for work through June 30, 2020, with future fiscal year amounts to be determined. COVA is identified as the sole source provider because it is the only organization in Colorado offering uninterrupted and consistent crime victim training for all law enforcement agencies statewide, and maintains established relationships as the primary training provider for law enforcement. This sole source justification emphasizes the critical need for consistency and continuity in victim assistance training across Colorado's law enforcement community.
