About this file
This is a Notice of Proposed Sole Source Purchase issued by the Mississippi State Department of Health for a family-centered childhood obesity intervention program curriculum. The agency is seeking an evidence-based, CDC-approved curriculum for the Family Healthy Weight Program (FHWP) that includes nutrition and behavior modification components. The program must enroll a minimum of 25 children and their families, establish structured referral pathways, and provide 26 hours of contact time through coaching, education, and activities supporting healthy behaviors. Two cohorts, each lasting 12 weeks, must be completed by June 29, 2027. The deliverables include nutrition and behavior modification curriculum with electronic workbooks, instructor's manuals, and training videos; presentation aids; a program setup manual with implementation guidance; physical activity curriculum with in-person and virtual delivery options; optional Zoom training consisting of two half-day sessions; and annual consulting and support services. Objections to the sole source designation must be submitted in writing by August 21, 2026, at 10:00 a.m. CST to Cynthia Brasher at the Mississippi State Department of Health Purchasing Department.
The total project cost is $16,175.00 with no applicable tax. The quoted pricing includes the nutrition and behavior modification curriculum at $5,975.00, presentation aids at $1,375.00, the program setup manual at $3,575.00, the physical activity curriculum at $2,675.00, optional Zoom training at $2,475.00, and an annual fee of $1,475.00 for consulting, updated materials, newsletters, and peer sharing groups for one to two sites. This is a sole source procurement, meaning the Mississippi State Department of Health contends that only one vendor can provide the specified curriculum and support services. The agency has established a formal objection process allowing interested parties to challenge the sole source designation by providing written documentation that another entity can provide the same commodity. If objections are sustained, the procurement will be converted to a competitive bid or selection process.
