About this file
This is a Notice of Intent to Award and supporting memorandum issued by the City of Long Beach's Financial Management Division regarding Request for Proposals No. RFP PR-25-632 for veterinary services. The RFP was released on July 23, 2025, and solicited proposals from qualified professionals and firms to provide general, specialty, and spay/neuter veterinary services for the Animal Care Services Bureau within the Parks, Recreation and Marine Department. The submission deadline was September 3, 2025. Two proposals were received and evaluated by a selection committee comprised of Animal Care Services Bureau members using four weighted evaluation criteria: Organizational Capacity & Experience (30%), Method of Approach (40%), Communications & Reporting (20%), and Reasonableness of Cost (10%). The City intends to award contracts for High-Volume Spay Neuter Services to Community Animal Medicine Project of San Pedro, California, and Helen Sanders CatPAWS of Seal Beach, California. No proposals were received for General Services or Specialty Services categories. Work shall not commence without a signed purchase order from the City.
Community Animal Medicine Project received the highest evaluation score of 100%, while Helen Sanders CatPAWS scored 81%. The evaluation assessed demonstrated experience matching the scope of work, minimum qualifications, willingness to adhere to City standards, risk mitigation, understanding of project needs, ability to work effectively with City staff, communication abilities, and cost reasonableness. The Notice of Intent to Award was issued on December 10, 2025, and does not constitute a final award; the awarded vendors will receive purchase orders from the City of Long Beach to initiate contract performance.
