US Agency for Global Media
About this file
This document is a Notice of Intent to Sole Source issued by the U.S. Agency for Global Media (USAGM) to notify the public of a proposed sole-source contract award for Zixi's Software-Defined Video Platform (SDVP) and associated cloud services.
The USAGM intends to award a follow-on contract with a one-year base period and four option years to Zixi for its proprietary SDVP, which includes a transmission protocol, control plane, and broadcast cloud services. Zixi's SDVP has been used by USAGM's TSI Global Network Division for the past five years to distribute content from USAGM's broadcast networks globally. Due to the proprietary nature of Zixi's solution and the lack of reseller partners, USAGM plans to award this as a sole-source contract. The agency will consider any capability statements submitted within 10 days before making a final determination to limit competition.

Notice Type: Special Notice
This notice is being issued in accordance with Federal Acquisition Regulation (FAR) section
5.201 to notify the public of a proposed contract action.
The North American Identification Classification System (NAICS) code applicable to this procurement is 511210.
Introduction: The U.S. Agency for Global Media (USAGM) intends to contract by means of other than full and open competition and award a sole source contract in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”.
Description: The U.S. Agency for Global Media (USAGM) will award a follow-on contract with a one-year Base Period plus four Option Years for Zixi. Zixi is a Software-Defined Video Platform (SDVP) for the delivery of live video and audio over any IP network, including unmanaged Internet connections. The Zixi platform includes a proprietary transmission protocol, a control plane (Zen Master management interface), and broadcast cloud services. The TSI Global Network Division has used the Zixi platform, protocol, and control plane for the past five years to distribute TV and radio content from all five USAGM broadcast networks to all USAGM Transmitting Stations and satellite uplink teleports worldwide, including the distribution of web streaming content to the Pangea Team in Prague. The Zixi SDVP is proprietary and can only be sold, serviced, supported, and upgraded by Zixi. Zixi currently has no reseller partners and does not plan to add any in the future.
Due to the proprietary nature of this solution and the absence of a reseller partner network, the GN Satellite and Content Distribution Teams recommend a sole-source procurement action to award a follow-on contract for SDVP and cloud services to Zixi LLC to support USAGM global content distribution.
The Zixi SDVP is proprietary and can only be sold, serviced, supported, and upgraded by Zixi.
The discontinuation of these critical services would be detrimental to the USAGM mission and migrating to another platform would be cost and time prohibitive and not in the agency’s best interest.
This notice of intent is not a request for capability statements or competitive proposals.
However, all capability statements received within ten (10) days of the issuance of this notice will be considered by the agency. A determination by the Government to limit competition for this procurement based on responses to this notice is solely at the discretion of the Government.
For questions concerning this notice, please contact Mr. David Wallace, at DWallace@usagm.gov and Mrs. Brittany Vandiver, at BVandiver@usagm.gov.
No telephone responses regarding an interested firm’s statements of interest or capabilities will be accepted by the USAGM as a result of this notice.
