About this file
This is a Notice of Intent to Sole Source a service purchase order for preventive maintenance of specialized medical equipment. The Defense Health Agency Contracting Activity, Western Markets Contracting Division, intends to award a firm fixed price purchase order to NanoSonics, Inc. (CAGE: 7C8F4, Unique Entity ID: DMVMSNMGJC36) for annual preventive maintenance service of four NanoCare Pro Trophon2 devices (serial numbers 142282-018, 313148-001, 142282-080, and 142282-081) located at the US Naval Hospital, Guam. The requirement is being pursued as a sole source award under FAR 12.201-1 because NanoSonics is the Original Equipment Manufacturer and only authorized vendor permitted to service these devices; the manufacturer's warranty and service agreements are voided if unauthorized personnel perform maintenance, and only OEM-trained and certified technicians may work on the equipment to ensure patient safety and maximum system performance. The contract will be structured as a base year (8/1/2026–7/31/2027) plus four one-year option periods (through 7/31/2031). The NAICS code is 811210, the PSC is J065, and the business size standard is $34 million.
Interested vendors may challenge the sole source justification by submitting a capability statement not to exceed eight pages (8.5 x 11 inch format, minimum 10-point font) that includes management, technical data, and cost information demonstrating capability to provide the required services. The closing date for challenge submissions is 1:00 pm Chamoru Standard Time on 18 June 2026. Capability statements must be submitted electronically as Microsoft Word or PDF attachments to Jocelyn Layson-Castillo at jocelyn.t.layson-castillo.civ@health.mil. The government will consider all responses received by the due date solely to determine whether to conduct a competitive procurement or proceed with the sole source purchase order. Telephone requests or offers will not be accepted.

Notice of Intent to Sole Source
HT941026N0070
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, CA intends to award a firm fixed price purchase order with NanoSonics for preventive maintenance service of (4) NanoCare Pro Trophon2 devices (serial numbers 142282-018, 313148-001, 142282-080, and 142282-081) on behalf of the US Naval Hospital, Guam in accordance with Federal Acquisition Regulation (FAR) 12.201-1, Simplified procedures, only one source being available to meet the Government’s needs, to:
NanoSonics, Inc.
Unique Entity ID: DMVMSNMGJC36
CAGE: 7C8F4
7205 East 87th Street Indianapolis, IN 46256-1204
Period of Performance:
Base: 8/1/2026-7/31/2027 Option 1: 8/1/2027-7/31/2028 Option 2: 8/1/2028-7/31/2029 Option 3: 8/1/2029-7/31/2030 Option 4: 8/1/2030-7/31/2031
NanoSonics will be providing preventative maintenance service for four government-owned NanoCare Pro Trophon2 devices utilized by the US Naval Hospital, Guam. This will be a new purchase order and will consist of a base year along with four (4) additional option periods.
The rationale for the absence of competitive opportunities is outlined below.
NanoSonics has independently determined that only personnel who have been specifically trained and certified by NanoSonics will be authorized to provide service for the NanoCare Pro Trophon2 devices. NanoSonics is the manufacturer of the 4 government-owned NanoCare Pro Trophon2 devices and is the only vendor authorized to provide maintenance and repair services and Original Equipment Manufacturer (OEM) to maintain the machines. The only software and service technologies that are 100% compatible with these devices. Only OEM parts are permitted for all preventive maintenance and necessary repairs to the NanoCare Pro Trophon2 devices. All work must be performed by a Technician with OEM service training on the units for which they will perform service. This ensures that OEM services are provided and maintained according to the OEM terms and conditions. Consequently, only personnel trained and certified by the OEM are authorized to work on the equipment. Failure to meet this requirement jeopardizes equipment functionality and, by extension, patient safety. Existing NanoCare Pro Trophon2 Devices will need to be maintained by NanoSonics, who is the OEM to ensure maximum performance of NanoSonics Systems and the only authorized servicing and certified by NanoSonics including NanoCare Pro Trophon2 Devices.
And we confirmed that there are no third-party vendors authorized to do repairs or preventive maintenance on the Pro Trophon2 devices. It is important to note that any service attempted or performed by unauthorized personnel will void NanoSonics warranties and/or service agreements for the specific system, as per the provisions of NanoSonics product warranty policy and service agreements. Additionally, approved and proprietary parts required for servicing NanoSonics systems are exclusively available to ASP-authorized personnel as described above. Based on these facts, there are no opportunities for competition.
This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for the United States Naval Hospital Guam. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
If a vendor challenges the basis of this requirement, please email a capability statement as a Microsoft Word or Adobe PDF attachment to Jocelyn Layson-Castillo at jocelyn.t.layson-castillo.civ@health.mil. The closing date for challenges is no later than 1:00 pm Chamoru Standard Time, 18 June 2026.
