PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price purchase order with Arrowhead Forensics to procure color FSIS Lab System and accessories. Only this suggested source can furnish the requirement because the Terrorist Explosive Device Analytical Center (TEDAC) Scientific and Biometrics Analysis Unit (SBAU) Latent Print Discipline requires the FSIS 2 in order to capture and detect latent prints on items of evidence submitted to the FBI Laboratory Huntsville location.
Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. The FSIS 2 has been internally validated by the FBI Laboratory Latent Print Discipline and is currently in use at the Huntsville location. TEDAC SBAU must purchase additional FSIS 2 to replace older model FSIS cameras that are no longer functioning properly.
