NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
NAVFAC SW intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition
Regulation (FAR) 6.302-1(a)(2)(iii) Only One Responsible source and no other supplies or services will satisfy agency requirements. Award is anticipated to occur on or about September 21, 2023 to The Engineering Partners, Inc. The period of performance will be 500 working days after issuance of the awarded contract.
As indicated in the attached and approved J&A for the Only One Responsible source, The Engineering Partners, Inc. is able to support the construction of the ACFT Truck Refuel Facility DLA Install Product recovery Tank (PRT) at Camp Wilson, MCAGCC Twentynine Palms, California as they produced and delivered to the Government the construction package consisting of full plans, specifications, detailed cost estimate, and other services for the phased demolition and construction of the fuel valving dispensing system and installing of a product recovery tank.
Services to be provided as follows:
1) Post Award Construction Services (PCAS)
2) Field Consultation During Construction (FCDC)
The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $22.5 million. The applicable Product Service Code is C219. This notice of intent is not a request for proposals or quotes. However, responses may be submitted via email only to Carl Boudro, Contract Specialist at: carl.c.boudro.civ@us.navy.mil, and Victor Mariscal, Contracting Officer at victor.m.mariscal.civ@us.navy.mil. Responses received no later than 3:00 PM Pacific Daylight Time (PDT) on Tuesday, September 19, 2023, shall be considered by the Agency. A determination by the
Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
