Description
INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS
TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL
OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
FEI Company 5350 NE Dawson Creek Drive Hillsboro, Oregon 97124
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 with a Size Standard 1,000.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6- Competition Requirements.
GENERAL INFORMATION
1. Title: Transmission Electron Microscope with Automated Data Collection, Scanning Transmission Mode, and Cryo-Capability
2. Background Information: A 120 kV Transmission Electron Microscope with scanning transmission mode (STEM), that is cryo-capable and is equipped with integrated software for automated 2D data collection, automated tomography tilt series collection, automated single particle data analysis and correlated light-electron microscopy (CLEM) image registration is required by the Joint Electron Microscopy Core (JEM-C). The JEM-C is a shared electron microscopy (EM) facility providing advanced EM services to intramural research programs of three NIH institutes: the National Eye Institute (NEI), the National Institute of Child Health and Human Development (NICHD), and the National Institute of Neurological Disorders and Stroke (NINDS). Each institute is contributing funds for the purchase of this new electron microscope to be a shared instrument, use by intramural researchers from all three institutes.
A modern Transmission Electron Microscope (TEM) with automated data collection capability is essential to fulfill increasing demand for EM data collection and to expand the imaging techniques offered by the JEM-C. Specifically, modern TEM with a high degree of automation of data collection will provide a significantly increased degree of effectiveness in data acquisition which will enable data to be acquired more efficiently and during overnight hours, thereby substantially increasing throughput and productivity of the JEM-C.
Furthermore, such a microscope will provide advanced technical capabilities that enhance services offered by the JEM-C to intramural research programs such as:
1. Automated multiscale 2D TEM image data collection
2. Scanning Transmission EM mode (STEM) with HAADF detector
3. Automated TEM and STEM Tomography data collection for 3D volume imaging
4. Integrated Tomography processing software
5. Integrated Correlative Light-EM software for aligning light and electron correlated images
6. Automated Cryo Box for cryoEM capability
7. Automated single particle data collection and analysis software
8. Offline workstation for 2D, 3D and CLEM image processing and analysis The features listed above will greatly expand the productivity and capability of the JEM-C and are essential the mission of the JEM-C to provide comprehensive state-of-the-art EM resources to the intramural research programs of NEI, NICHD, and NINDS.
