About this file

This document is a Notice of Intent to Sole Source for Lightweight Modular SCIFs (Sensitive Compartmentalized Information Facilities) to SelectTech Services Corp. The Space Operations Command (SpOC) requires transportable modular SCIF systems with associated power, HVAC, and filtration systems. The shelters must be lightweight and able to be moved with a forklift. They must meet permanent SCIF accreditation standards per ICD 705.

This is a follow-on to an existing R&D contract SelectTech Services Corp holds with the Air Force Research Laboratory to develop a prototype of the specified systems. The government has determined that award to any other source would result in substantial duplication of cost that is not expected to be recovered through competition. The government intends to award a 5-year, Firm Fixed Price IDIQ contract under FAR 12, 15, and 16 procedures. Responses are requested by 02:00 PM MT on 13 Sep 2024.

Notice of Intent to Sole Source for Orion’s Belt/Lightweight Modular SCIFs

19 August 24

The 21st Contracting Squadron (21 CONS) PKA Flight located at 135 Dover St, Bldg 350 St Suite 2225, Peterson SFB, CO 80914, is issuing a Notice of Intent to Sole Source a requirement for Lightweight Modular SCIFs (Sensitive Compartmentalized Information Facilities) to SelectTech Services Corp.

The Space Operations Command (SpOC) has a requirement to purchase transportable modular Sensitive Compartmented Information Facility (SCIF) systems with associated power and heating, ventilation, and air conditioning (HVAC). Each system will be composed of two (2) separate units, the Command Module and Service Module. The Command module holds classified mission equipment and the Service Module houses the HVAC, power generation and filtration systems required to run the classified mission equipment in austere environment conditions. Each shelter will be light-weight, and able to be moved with a forklift, rather than requiring cranes or other major equipment to put in place at deployed locations. The shelters will also be built to meet permanent SCIF (not Temporary-SCIF) accreditation standards, per Intelligence Community Directive (ICD) 705. The full specifications of each shelter are identified in Attachment 1 – Module Characteristics.

The North American Industrial Classification System (NAICS) number is 332311 – Prefabricated Metal Building and Component Manufacturing, with a size standard of 750 Employees.

The Product or Service Code (PSC) is 5410 - Prefabricated and Portable Buildings.

The proposed solicitation number is FA251724R0011.

In Accordance With (IAW) FAR 6.302-1(a)(2)(1) – It has been determined that SelectTech Services Corp (CAGE 7W030), is the only responsible source available, and no other supplies or services will satisfy agency requirements (see Attachment 2 – JA – Orions Belt). This procurement is a follow-on to an existing Research and Development (R&D) contract SelectTech Services Corp. holds with the Air Force Research Laboratory (AFRL) to develop a prototype of the specified systems.

The 21st Contracting Squadron has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. SelectTech has already executed the non-recurring engineering (NRE) work for the R&D effort, that another company would need to re-perform and charge for in the event this were to be competed
