About this file
This document is a detailed technical specification for the design and construction of a 20' x 8' x 8' Command Module and a separate 20' x 8' x 8' Service Module that will be used in the Orion's Belt contract.
The Command Module requirements include: EMI-mitigating composite wall and ceiling panels, an EMI-mitigating door, CARC exterior finish, environmental control system, power distribution with separate red and black power, 5 equipment racks with PDUs, UPS, lighting, workstations, and an extensive security system. The Service Module requirements include: a 65kW standby generator with integrated fuel tank, commercial shore power entry, power conversion and distribution, and an Ethernet switch. The government has issued a Special Notice to solicit capability statements, proposals, or quotations from responsible sources for this requirement, which is being sole-sourced to SelectTech Services Corp.

Module Characteristics
FOR
ORION’S BELT
1.1 COMMAND MODULE
1.1.1 The contractor shall build a 20’ x 8’ x 8’ module. The module shall consist of EMI mitigating composite wall and ceiling panels, and painted with EMI mitigating paint which is set into an aluminum “space frame”. This design allows for the lightweight configuration necessary to be easily transported on any military airframe.
1.1.2 The contractor shall install a field-level EMI mitigating door that will sustain operations in austere environments. The door will be solid composite material and be able to protect from intrusion using extensive measures to protect information stored within the module. The door is used in other shelter builds as a proven design.
1.1.3 The module shall be finished externally with CARC.
1.1.4 The module shall be insulated to moderate internal temperatures.
1.1.5 The shelter design shall accommodate shelter openings that will accommodate air input and exhaust from ECU ducts. The shelter openings shall be protected with EMI screens and man-bars to prevent access from the outside.
1.1.6 The contractor shall provide leveling jacks and spreaders to allow Command Shelter leveling on uneven ground.
1.1.7 The contractor shall provide an umbilical power cable of 25-feet that connects to the service module outgoing power connection.
1.1.7.1 The contractor shall include a lightweight cable reel within the service module to assist loading and unloading of the main power umbilical.
1.1.8 The contractor shall install a waterfall panel that will accommodate multiple connections that include Ethernet (duplex fiber such as LC or SC, rugged/shielded RJ45), RF (BNC, N-Type, TNC), and multi-pin fiber (TFOCA, D38999, or other).
1.1.9 The contractor shall install an external or feed-through power connection for umbilical power supply.
1.1.10 (CUI) The contractor shall install an input power panel capable of handling 208V/200A of service. The input power shall be filtered per TEMPEST standards.
1.1.10.1 The contractor shall install two power distribution panels, one (2) for red power and one (1) for black power per TEMPEST standards.
1.1.11 The contractor shall install a power panel that will distribute 208V power with two dedicated circuits per rack, one for each PDU.
1.1.12 The contractor shall install Five (5) 42U racks each with two (2) Power Distribution Units (PDU). Each set of PDUs will be wired to a separate set of outlets along the racks and workstations to separate red and black power.
1.1.13 The contractor shall install one (1) Uninterrupted Power Supply (UPS) per equipment rack that will support necessary electrical needs for a minimum of 15-minutes based on rack power usage information provided by the Government.
1.1.14 The contractor shall install LED lights along the center of the shelter that will light all areas of the module. Lighting will consist of RED and WHITE lights along with emergency egress lighting.
1.1.15 The contractor shall install external LED lighting on each side of the module.
1.1.16 The contractor shall install one-fold down workstation with room for two operators with two monitor mounts side by side.
1.1.17 The contractor shall install two (2) dual-monitor mounts at the workstation.
1.1.18 The contractor shall install two (2) separate raceways that will each carry power and signals. One will be UNCLAS and the other CLASSIFIED.
1.1.19 The contractor shall add structure/railing to the top of the module that can be used as tie-down points for securing supplemental structures (e.g. antennas) that may be placed on top of the container.
1.1.20 Security
1.1.20.1 The security system shall be installed by UL Certified personnel as identified in ICD 705
1.1.20.2 The contractor shall install a curtain approximately 3-feet behind the front security entrance door and the rest of the module such that all contents behind the curtain are hidden from sight when the door is opened.
1.1.20.3 The contractor shall install an X10 lock and “day lock” on the security door.
1.1.20.4 The contractor shall install one (1) BMS Magnasphere HSS-LS2-000 switch.
1.1.20.5 The contractor shall install one (1) keypad.
1.1.20.6 The contractor shall install two (2) motion sensors. Per UL standards, the motion sensors must monitor every wall and the door. Therefore, one will be placed in front of the security curtain to monitor the door, and another will be placed behind the curtain in a position to see all walls of the module.
1.1.20.7 The contractor shall install one (1) IDS control suite.
1.1.20.8 The contractor shall provide a cable from the module to an access control point approximately 200’ from the shelter that will run software that will alarm when someone enters the shelter.
1.1.21 The contractor shall provide an Environmental Control Unit (ECU) on a mobile cart that can be placed next to the Command Module if necessary. The contractor shall provide ducts long enough to reach the back of the Command Module.
1.2 SERVICE MODULE
1.2.1 The contractor shall design the experimental service module for the power specifications as outlined in the SOO. As such, the contractor shall conduct research and development during the pre-engineering phase of the power system due to its unique configuration.
1.2.2 The contractor shall acquire a new CONEX container that measure 20’ x 8’ x 8’.
1.2.3 The module shall be externally finished in CARC.
1.2.4 Standby Generator
1.2.4.1 The contractor shall install a generator that meets or exceeds the following specifications: 65kW standby/81kVA continuous power; 208/120VAC 3-phase/60Hz.
1.2.4.2 The contractor shall provide an integrated fuel tank to supply the generator with a minimum of 24-hours runtime.
1.2.4.3 The contractor shall provide proper ventilation for the generator.
1.2.4.4 The contractor shall provide 1-year worth of oil, filters, and other standard consumables for regular maintenance.
1.2.4.5 The contractor will verify that there is room to perform standard maintenance on the generator.
1.2.5 The contractor shall provide commercial shore power entry to accommodate 3-phase 400VAC or 208V via terminal lugs or commercial connector.
1.2.6 The contractor shall provide a transformer/converter that enables the conversion of 3-phase 400V to 208V and includes a bypass should the incoming power already be 208V.
1.2.6.1 The contractor shall include one (1) power distribution unit (PDU) in the power conversion racks of the service module that can be electronically controlled.
1.2.7 The contractor shall provide an automatic transfer switch that enables seamless transition of power from commercial to generator with no loss of power.
1.2.8 The contractor shall include a 200-Amp PDU within the service module, install one (1) 30A circuit for general service outlets and include lighting within the service module.
1.2.9 The contractor shall add one signal passthrough (RJ45 style) to the service module and include a 6-port ethernet switch on the interior of the module.
