About this file

This document is a Notice of Intent to Sole Source for MATLAB software licenses from the National Institutes of Health (NIH). The NIH intends to award a firm-fixed-price purchase order to The MathWorks, Inc. to provide Institute-wide licenses for MATLAB software and associated toolboxes. The NIH currently has individual licenses with differing expiration dates, which has led to renewal lapses. The Institute-wide license would provide unlimited access to MATLAB and its toolkits for NIH researchers.

The NIH is publishing this notice in accordance with FAR Part 6.302-1, as The MathWorks, Inc. is the only known responsible source for the required MATLAB software and services. However, the NIH will consider any responses from other parties that can demonstrate the capability to meet the requirement. Responses must be submitted by 10:00 am EST on September 3, 2024, and the NIH anticipates making an award approximately 5 days after the notice is published, unless another qualified source is identified.

Notice of Intent to Sole Source for MATLAB Institute-Wide License

The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to The

MathWorks, Inc. 3 Apple Hill Drive Natick, MA 01760-2098.

In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the e Institute-wide licenses for MathWorks MATLAB software and its accompanying Toolboxes. No other source has been identified who can provide the requirement listed below.

The requirement is for the procurement of Institute-wide licenses for MathWorks MATLAB software and its accompanying Toolboxes. Currently, NIDCD researchers acquire individual licenses on a per-user basis. These licenses are restricted to a small number of “toolkits,” which provide differing methods of data manipulation and analysis. The MATLAB suite offers close to 100 toolboxes. The individual licenses expire on different dates throughout the fiscal year, and renewal lapses have occurred due to renewal notices being sent to the wrong individual.

This notice is not a request for competitive quotes. Only the software manufacturer can provide the software and ongoing maintenance and service. However, any party that believes it can provide the Institute-wide licenses for MathWorks MATLAB software and its accompanying Toolboxes software as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
