About this file

This is a Presolicitation (Notice of Intent) from the National Institutes of Health announcing a non-competitive contract award to the University of Maryland for research and development services.

The NIH, through its Office of Logistics and Operations and Office of Acquisition and Logistics Management at the Hospital and Laboratory Support Division in Bethesda, Maryland, intends to award a contract without full and open competition to the University of Maryland (William E. Kirwan Hall, 4176 Campus Drive, room 1303, College Park, Maryland 20742-4015). The project concerns the development of stochastic transport models, including diffusion models, generative networks, and optimal transport models, for MRI image synthesis, artifact correction, and resolution enhancements. These capabilities will support improved detection and characterization of normative central nervous system aging and neurodegenerative conditions associated with aging. The procurement is classified under NAICS code 541990 with a size standard of $19.5 million and will be conducted under FAR Part 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold of $350,000. All interested parties may submit capability statements, technical proposals, cost-price proposals, period of performance, UEI, TIN, and business size certification by July 23, 2026 at 9:00 AM Eastern time to Mr. Michael Falzone, Contracting Officer, at Michael.falzone@nih.gov. All offerors must maintain active registration in the System for Award Management (SAM).
