Synopsis No. 75N98026Q00387: Presolicitation Notice

This presolicitation notice (posted May 18, 2026) announces the National Institutes of Health's intent to award a non-competitive contract to Illumina, Inc. (5200 Illumina Way, San Diego, CA 92122) for maintenance services of the NovaSeq X Plus Sequencer. The procurement is classified under NAICS code 811210 (Automotive Mechanical and Electrical Repair and Maintenance) with a size standard of $34.0 million and will be conducted under FAR Part 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold of $350,000. The contracting office is the National Institutes of Health, Office of the Director, Office of Logistics and Operations (OLAO), Office of Acquisition and Logistics Management (OALM), Hospital and Laboratory Support Division, located at 6701 Rockledge Drive, Bethesda, MD 20817.

The Genomic Technology Section within NIAMS has utilized Illumina, Inc. for maintenance services since 2024. The justification for non-competitive procurement cites the system's complexity, requiring only manufacturer-trained technicians with access to original equipment parts to ensure continued operation and minimal downtime. Interested parties may submit capability statements, proposals, or quotations by May 28, 2026 at 9:00 AM Eastern time, referencing solicitation number 75N98026Q00387. Responses must include technical proposals, cost-price proposals, period of performance, UEI, TIN, business size certification, and evidence of active SAM.gov registration. Electronic submissions should be directed to Michael Falzone, Contracting Officer, at Michael.falzone@nih.gov. The Government retains sole discretion to determine whether to proceed non-competitively or conduct competitive procurement based on received responses.
