About this file
This is a presolicitation notice for a non-competitive contract award to provide maintenance services for a Hamamatsu S360 scanner. The National Institutes of Health (NIH), specifically the Hospital and Laboratory Support Division within the Office of Logistics and Operations, intends to award a maintenance agreement to Hamamatsu (360 Foothill Road, PO Box 6910, Bridgewater, NJ 08807-0910) without providing for full and open competition. The procurement is classified under NAICS code 811210 with a size standard of $34.0 million and falls under simplified acquisition procedures with an estimated value not exceeding $350,000.
The Hamamatsu S360 scanner is a critical brightfield digital imaging system utilized by the Image Analysis and Artificial Intelligence Lab to support research at the National Institute of Environmental Health Sciences (NIEHS), including work by the Division of Translational Toxicology and Division of Intramural Research. The factory service warranty for the equipment and its integrated software and hardware components has expired, creating operational risks to research continuity and data quality. The maintenance agreement is necessary to ensure preventive maintenance, reduce catastrophic equipment failure risks, and maintain high-resolution digital pathology and tissue analysis capabilities essential for reproducible research. Interested parties may submit responses by March 8, 2026 at 9:00 AM Eastern time to Michael Falzone, Contracting Officer, at Michael.falzone@nih.gov. Responses must include technical and cost-price proposals, period of performance, UEI, TIN, business size certification, and proof of active SAM registration. The Government reserves the right to determine whether to proceed on a non-competitive basis or conduct a competitive procurement based on responses received.

GENERAL INFORMATION
1. Title: Hamamatsu S360 Maintenance Agreement
2. Background Information: The Image Analysis and Artificial Intelligence Lab serves as a vital resource supporting both the Division of Translational Toxicology (DTT) and Division of
Intramural Research (DIR) at NIEHS through advanced brightfield digital image capture capabilities utilizing the Hamamatsu S360 scanner. This equipment provides high-resolution digital pathology and tissue analysis essential for understanding environmental impacts on human health. The factory service and support warranty for the Hamamatsu S360 and its integrated software/hardware components has expired, creating significant operational risks that threaten research continuity and data quality. Equipment failure without maintenance coverage could halt ongoing studies, jeopardizing multi-year research investments and potentially delaying critical findings that inform public health policy. Professional maintenance ensures consistent, high-quality image acquisition essential for reproducible research results that meets tandards for scientific rigor. Furthermore, preventive maintenance represents a cost-effective approach that significantly reduces the risk of catastrophic equipment failure, which could result in substantially higher replacement costs and extended research delays that would ultimately impede our ability to support the NIEHS mission with quality and efficiency.
