About this file
This is a Notice of Intent to Award a Single Source Contract issued by the Department of War, Special Operations Command North (SOCNORTH) on 3 February 2026. SOCNORTH intends to award a firm-fixed-price contract to Great Wolf Lodge of Colorado, LLC under solicitation number H9229526QE009 to provide comprehensive family retreat services. The requirement encompasses lodging (8 Double Queen Suites at JTR rates), food services (3 meals daily for up to 50 attendees), meeting space for 35 adult participants with classroom-style seating and presentation equipment, childcare space accommodating up to 20 children with adult caregivers, indoor recreational facilities for family participation supporting stress reduction and family cohesion, and on-site logistics support for all services including technical assistance with audio-visual equipment. The contractor must provide all services within a single integrated facility.
The justification for sole source award cites Great Wolf Lodge as the only source within the immediate Colorado Springs area with the existing inventory, logistical infrastructure, and comprehensive capability to meet the full integrated requirement. The Government determined that awarding to multiple vendors would create unacceptable integration risk and logistical complexity, particularly regarding the critical winter safety requirement for indoor activities and meeting spaces within one facility. Interested parties may submit detailed capability statements demonstrating their ability to provide all required services to Contracting Officer Ashton G. Smith via email at ashton.g.smith.mil@socom.mil by 10 February 2026 at 0900 Mountain Standard Time. The Government reserves discretion to conduct a competitive procurement based on responses received.

DEPARTMENT OF WAR
SPECIAL OPERATIONS COMMAND NORTH
575 KINCHELOE LOOP
PETERSON SPACE FORCE BASE, COLORADO 80914
3 February 2026
Notice of Intent to Award a Single Source Contract
Action: Notice of Intent to Award a Single Source Contract for Family Retreat Services Solicitation Number: H9229526QE009 Agency: Special Operations Command North (SOCNORTH) NAICS Code: 721110 Hotels (except Casino Hotels) and Motels
1.0 Description of Action
SOCNORTH intends to award a firm-fixed-price, single source contract to Great Wolf Lodge of Colorado, LLC to provide family retreat services. This action is conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1, "Only one source reasonably available."
2.0 Description of Requirement
The Government requires a contractor to provide lodging, meeting space, meals, childcare space, and family-focused recreation within a single integrated facility.
• Lodging: 8 Double Queen Suites IAW JTR Rates
• Food Services: 3 meals per day per attendee (NTE 50)
• Meeting Space: Shall accommodate up to 35 adult participants with classroom-style seating and tables to include presentation equipment
• Childcare: Conference room suitable for childcare space to accommodate up to 20 children and adult caregivers
• Recreational Activities: Indoor recreational facilities suitable for family participation that provides a high-value recreational experience supporting stress reduction and family cohesion
• Logistics Support: On-site coordination related to lodging, meeting space, food services, and technical assistance related to contractor provided A/V equipment
3.0 Justification for Sole Source
Market research indicates that Great Wolf Lodge is the only source with the existing inventory, logistical infrastructure, and within the immediate Colorado Springs area to meet the Government’s full requirement. The determination is based on the following unique capabilities:
• Comprehensive Inventory: The vendor is the only identified source that possesses the entire range of lodging services. Awarding to another source would necessitate multiple awards to various vendors, creating unacceptable integration risk and logistical complexity for the end-user.
• Immediate Services and Logistical Capabilities: The requirement for indoor family-oriented activities and all meeting spaces to be located within the same facility is essential for safety during winter months. The proposed vendor has the existing infrastructure within the immediate vicinity of Colorado Springs, enabling them to satisfy this critical requirement.
4.0 Instructions to Interested Parties
This Notice of Intent is NOT a request for competitive proposals. However, all responsible sources who believe they can meet the Government's complete requirement are encouraged to submit a detailed capability statement.
The capability statement must be submitted via email to the Contracting Officer at ashton.g.smith.mil@socom.mil by no later than 10 February 2026 at 0900 Mountain Standard Time. The statement must provide clear and convincing evidence that the interested party has the ability to provide all services as described in Section 2.0.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
