Action: Notice of Intent to Award a Single Source Contract for Fixed Base Operator Support Solicitation Number: H9229526QE008 Agency: Special Operations Command North (SOCNORTH) NAICS Code: 488190 Other Support Activities for Air Transportation
1.0 Description of Action
SOCNORTH intends to award a firm-fixed-price, single source contract to Atlantic Aviation FAI to provide leased arctic equipment, logistical support, and maintenance services. This action is conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1, "Only one source reasonably available."
2.0 Description of Requirement
The Government requires a contractor to provide a hangar capable of housing a Dornier Aircraft, along with associated ground handling, fueling, ramp space, heating, towing, planning, lighting, crane, and aircraft tug services.
3.0 Justification for Sole Source
Market research indicates that Atlantic is the only source with the existing inventory, logistical infrastructure, and immediate maintenance capability to meet the Government’s full requirement.
The determination is based on the following unique capabilities:
• Comprehensive Inventory: The vendor is the only identified source that possesses the entire range and quantity of required specialized equipment available during the required Period of Performance. Awarding to another source would necessitate multiple awards to various vendors, creating unacceptable integration risk and logistical complexity for the end-user.
• Immediate Services and Logistical Capabilities: The requirement for on-site heating, lighting, crane, fueling, towing and planning services in an extreme arctic environment is essential for mission success. The proposed vendor has a demonstrated physical presence and established support network within the immediate vicinity of the training areas, enabling them to satisfy this critical requirement.
4.0 Instructions to Interested Parties
This Notice of Intent is NOT a request for competitive proposals. However, all responsible sources who believe they can meet the Government's complete requirement are encouraged to submit a detailed capability statement.
The capability statement must be submitted via email to the Contracting Officer at ashton.g.smith.mil@socom.mil by no later than 03 February 2026 at 0900 Mountain Standard Time.
The statement must provide clear and convincing evidence that the interested party has the ability to provide all equipment and services as described in Section 2.0.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
