DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 341st Missile Wing (AFGSC)
14 January 2026
SUBJECT: Notice of Intent to Sole Source FA4626-26-R-0005, Heat Plant Boiler and Pump Repair
1. The 341st Contracting Squadron, Malmstrom AFB, Montana, intends to award the Heat Plant Boiler and Pump Repair contract on a sole source basis to Mid Mountain Boiler & Steam (MMBS) in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
2. MMBS previously completed heat plant tube inspection and repair services at Malmstrom AFB in 2022 and 2023 for four separate requirements. Consequently, Mid Mountain has on-site knowledge and expertise of Malmstrom's heat plant system. Thus, Mid Mountain Boiler & Steam is the only responsible source that can immediately satisfy the Government’s requirement without introducing unacceptable risks of schedule delays, increased costs from a lengthy diagnostic learning curve, and potential damage to critical government equipment. The Contracting Officer is confident that it is in the Government’s best interest to set-aside this requirement for MMBS based upon the quality of their work and experience on past construction projects.
3. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE
PROPOSALS. No solicitation documents are available, and telephone requests will not be honored. No award will be made based on quotes or offers received in response to this notice.
The NAICS code for this requirement is 238220, Plumbing, Heating, and Air-Conditioning Contractors.
4. Interested parties may identify their interest and capabilities to meet this requirement by 3:00 PM MDT on 29 January 2026. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government.
The intent of this notice is for informational purposes only. No reimbursement for any costs connected with providing capability information will be provided.
