About this file
This presolicitation synopsis from the National Institute of Child Health and Human Development (NICHD) announces a non-competitive contract award to Albert Einstein College of Medicine for developing mathematical models to simulate the effects of physical activity on cardiovascular incidence and mortality among breast cancer survivors. The proposed contract is under the simplified acquisition procedures with a threshold of $250,000, classified under NAICS code 541990, and targeted specifically at Dr. Clyde Schechter, a recognized researcher with extensive experience in Bayesian statistics and mathematical modeling.
The synopsis indicates responses are due by September 20, 2025 at 9:00 AM Eastern time, to be submitted electronically to Mr. Michael Falzone. Interested parties can submit a capability statement, technical proposal, cost-price proposal, and other required documentation. All offerors must have an active registration in the System for Award Management (SAM). The contract aims to support the mission of Dr. Jayasekera's Decision Sciences Lab at the National Institute on Minority Health and Health Disparities by developing an innovative mathematical module for assessing cardiovascular event risk in breast cancer survivors.

Description
INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS
TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL
OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health (NIH), National Institute of Child Health and Human
Development (NICHD), Office of Acquisitions (OA) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
Albert Einstein College of Medicine
1300 Morris Park Avenue, Block 406
Bronx, NY 10461
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 with a Size Standard 1,000.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the
Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR)
Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using
FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-
Competition Requirements.
GENERAL INFORMATION
1. Title: Developing Mathematical Models to Simulate the Effects of Physical Activity on
Cardiovascular Incidence and Mortality among Breast Cancer Survivors
2. Background Information: Dr. Clyde Schechter is a nationally recognized researcher with over three decades of experience in Bayesian Statistics and Mathematical Modeling, with a particular emphasis on medical decision-making and breast cancer control. He currently serves as a Professor of Family & Social Medicine at the Albert Einstein College of Medicine and
Montefiore Medical Center.
Dr. Schechter possesses unique expertise required to derive a new mathematical module designed to predict cardiovascular risk among breast cancer survivors. He is the only mathematician and Bayesian statistician in the United States with the knowledge of our current modeling approach, enabling him to ensure full compatibility with existing models while advancing their functionality.
For the past 30 years, Dr. Schechter has played a central role in the creation, development, and application of the Spectrum model (Model GE) within the Cancer Intervention and
Surveillance Modeling Network (CISNET) breast cancer modeling collaborative. His contributions span the conceptual framework, epidemiological underpinnings, and computational implementation of the model. Notably, he has been solely responsible for the programming and testing of the CISNET Model GE, which has underpinned numerous high-impact publications assessing screening strategies and treatment outcomes in diverse populations.
His scholarly output includes over 200 peer-reviewed journal articles, 3 book chapters, and 4 invited editorials. His expertise and long-standing contributions position him uniquely to develop and validate a new Bayesian mathematical module capable of assessing cardiovascular event risk in breast cancer survivors. This advancement directly supports the mission of Dr. Jayasekera’s Decision Sciences Lab at the National Institute on Minority
Health and Health Disparities (NIMHD), NIH, furthering innovative approaches to improve health outcomes and equity.
