About this file
This is a Notice of Intent to Sole Source issued by the Uniformed Services University of the Health Sciences (USU), a federal health sciences university located in Bethesda, Maryland. USU intends to award a sole-source, firm-fixed-price contract to Instructure, Inc. (6330 S 3000 E STE 700, Salt Lake City, Utah 84121-6237) for diploma and certificate ordering and issuance services. The contract will consist of a base year with up to four option years.
The sole source justification is based on USU's existing use of the Instructure Parchment platform for transcript services. USU contends that consolidating all credential services through a single software platform minimizes administrative burden and that diploma and certificate ordering and issuance services are not ideally suited for software resellers, making only one source reasonably available. The procurement will follow FAR Part 13.106-1(b)(1)(i) procedures. In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation demonstrating clear and convincing evidence that competition would be advantageous, cost-effective, and time-efficient, and that the offeror can meet USU's stated needs. Responses must be submitted via email to the contact listed in the notice by the closing date. The Government will not reimburse costs incurred by respondents.

Intended Recipient: Instructure, Inc. (Instructure), 6330 S 3000 E STE 700, Salt Lake City, Utah 84121-6237
Intent to Sole-Source:
USU intends to award a sole-source, firm-fixed-price contract with a base year and up to four option years to Instructure for diploma and certificate ordering and issuance services.
Sole Source Justification
USU uses the Instructure Parchment platform for transcript services. Streamlining all these services with one software platform minimizes administrative burden. Moreover, the diploma and certificate ordering and issuance are not ideally suited for software resellers. Therefoe, the circumstances of the proposed contract action deem only one source reasonably available. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the needs of the Government as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
Responses must be received via email to the contact listed in the notice by the closing date of the notice.
