About this file
This document is a Notice of Intent to Sole Source issued by the 87th Air Base Wing of the Department of the Air Force. The 305th Maintenance Squadron (MXS) Aircraft Metals Technology section requires two HAAS UMC-750 and VF-4SS Computer Numerically Controlled (CNC) Machining Centers to increase production capabilities and perform reverse engineering of aircraft parts. The 87th Contracting Squadron intends to award a single-source purchase order to Phillips Corporation, the sole distributor of new HAAS CNC machines for the federal government, under FAR 13.106-1(b).
Responses to this notice are due by 2:00 pm Eastern Standard Time on 30 July 2025, and must be submitted via email as a Microsoft Word or Adobe PDF attachment to daniel.theyn@us.af.mil and sarah.brown.53@us.af.mil. Interested sources must submit a 5-page capability statement with technical data and cost information demonstrating their ability to provide the required hardware and software. The procurement is justified by the Air Force's interest in standardizing equipment to improve operational readiness, reduce ownership costs, and enhance production scalability, with reference to MFTO_AMT 24-001 standardization guidance.

DEPARTMENT OF THE AIR FORCE
87TH AIR BASE WING (AMC)
UNRIVALED GLOBAL REACH FOR AMERICA…ALWAYS!
24 July 2025
MEMORANDUM FOR: CNC Machines Attn: Phillips Corporation 7390 Coca Cola DR STE 200
Hanover, Maryland 21076-1937, United States
FROM: 87 CONS
2402 Vandenberg Avenue Joint Base McGuire-Dix-Lakehurst, NJ 08641
SUBJECT: Notice of Intent to Solicit to Phillips Corporation
The 305th MXS Aircraft Metals Technology section requires two additional Computer Numerically Controlled Machining Centers. These machines are to be utilized to increase the section's production capabilities as well as facilitate their new responsibility of performing reverse engineering of aircraft parts to alleviate supply shortfalls.
The 87th Contracting Squadron intends to award a single source purchase order to Phillips Corporation, located at 7390 Coca Cola DR STE 200, Hanover, Maryland, 21076-1937, under the authority of FAR 13.106-1(b) Soliciting from a single source.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required hardware and software. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the closing date of this notice will be considered by the Government as market research for future procurements. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source purchase order.
The following is a statement of the contractor’s unique qualifications and why the nature of this acquisition requires the use of the authority cited above:
The Air Force has an interest in standardizing supplies to improve military operational readiness, reduce ownership costs (including training costs), and reduce cycle times. This interest is codified at 10 U.S.C. 2451-2458, implemented by DoD Manual 4120.24 and Air Force Instruction (AFI) 60-101, and recognized in FAR 6.302-1(b)(4).
UNRIVALED GLOBAL REACH FOR AMERICA…ALWAYS!
In compliance with these directives, the Metal Fabrication and Technologies Office, through MFTO_AMT 24-001, executed the standardization of critical industrial equipment assets affecting the maintenance and sustainment of aircraft, weapons systems, and supporting equipment across the Department of the Air Force. MFTO_AMT 24-001 specifically names HAAS UMC-750 and VF-4SS CNC machines as part of their standardization guidance.
Although MFTO_AMT 24-001 is a non-mandatory guidance, the FAR at 6.302-1(b)(4) recognizes standardization as a valid reason to justify brand name procurement. Therefore, it is acceptable to follow it
Additionally, various past DoD procurements for identical CNC machines, similar CNC machines, and repair services to them, have been structured as brand name requirements, stating reasons similar to those stated herein. 87 CONS takes note of these similar past procurements as additional support for this justification.
Finally, structuring this procurement as a brand name requirement is advantageous to the 305th MXS because leveraging standardized machinery, hardware, and software, organizations can achieve cost efficiency, maintain high quality, and enhance scalability. Additionally, this approach streamlines production while fostering interoperability and repeatability, crucial for integrating new components into existing systems.
New HAAS machines are solely acquired from Phillips Corporation. On the HAAS website, a tool is available to locate distributors, and Philips Corporation is the only one available to provide these machines to the federal government. An Internet search confirms that no alternative sources for new HAAS CNC Machines exist. Lastly, a sources sought notice was posted to SAM.gov for approximately three days. We received three responses to the sources sought notice from vendors other than Phillips Corporation. None were capable of providing these machines.
Responses are due by 2:00 pm Eastern Standard Time, 30 July 2025. Responses shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following address(es): daniel.theyn@us.af.mil and sarah.brown.53@us.af.mil.
