About this file
This is a Notice of Intent to Sole Source from the National Institutes of Health (NIH), Department of Health and Human Services, for procurement number PCA-NIA-05858. The solicitation seeks rapidly autopsied postmortem human brain and blood specimens from individuals with sporadic Alzheimer's disease (AD), Autosomal Dominant AD, and control subjects. This is a pre-solicitation notice indicating the agency's intent to award a contract on a sole-source basis for access to these specialized biospecimens, which are critical research materials for Alzheimer's disease investigation.
The notice represents the NIH's determination that only one source can meet the specific requirements for rapidly collected and preserved postmortem biological specimens with associated clinical and demographic data. The specimens and related data are essential for advancing research into the pathological mechanisms of both sporadic and genetic forms of Alzheimer's disease. Interested parties should note this pre-solicitation announcement as the formal solicitation and acquisition timeline will follow, with details regarding submission procedures, evaluation criteria, and contract terms to be issued in subsequent documentation.

GENERAL INFORMATION
1. Title: Rapidly autopsied postmortem human brain and blood specimens from sporadic Alzheimer’s disease (AD), Autosomal Dominant AD, and Controls
2. Background Information: The National Institute on Aging (NIA), National Institutes of Health (NIH), conducts research to identify and characterize molecular derangements that occur in the Alzheimer’s disease (AD) process. NIA has collaborated with Banner Health and determined capability to withstand the harsh staining, stripping, and re-staining procedures of the multiplex protocol.
NIA requires Banner Health to provide (1) Rapidly autopsied specimens (postmortem interval <or=3hours); (2) both minimal and uniform fixation of all specimens; (3) adequate numbers of sporadic and autosomal dominant AD cases; (4) Available as both formalin-fixed paraffin embedded (FFPE) specimens and frozen specimens from the same cohort of autopsied participants; and (5) Able to withstand our harsh retrieval, stripping and re-staining procedures necessary to continue this ongoing research program. The Lipid Peroxidation Unit, Laboratory of Clinical Investigation, NIA, NIH is the sponsoring organization for this requirement. Based on these factors, this is considered the only product reasonably available that meets all functional, operational, and cost criteria. Therefore, in accordance with FAR 13.106- 1(b)(1)(i), this procurement is justified as a sole-source acquisition.
