About this file

This is a Notice of Intent to Award a Sole Source Contract issued by the 42nd Contracting Squadron at Maxwell Air Force Base, Alabama. The Air Force intends to award a firm-fixed-price contract to SCN Worldwide, LLC for the Scantron Eva Exam software suite and iNSIGHT ES4 scanner to support the Holm Center for Officer Accessions and Citizen Development. The contract will be awarded under FAR 12.102(a) as a commercial item procurement utilizing firm-fixed-price terms and will include a base year (30 August 2026 – 29 August 2027) plus four one-year option periods extending through 29 August 2031. The place of performance is located at OTS, Building 1487, Room C106, Maxwell AFB, Alabama.

Interested parties capable of meeting the requirements outlined in the attached Draft Statement of Requirements must submit written responses by 29 July 2026 at 12:00 PM Central Standard Time to SrA Malik Bacon (malik.bacon@us.af.mil, 334-953-2253). Required submission information includes current capability demonstrations, company name, point of contact details, business type and size, CAGE Code, and DUNS number. Respondents must be registered in the System for Award Management (SAM) and eligible to process invoices through Wide Area Workflow (WAWF). The primary NAICS code is 541519 (Information Technology Value Added Resellers). If no responsible, responsive offers are received by the deadline, the sole source contract will be issued directly to SCN Worldwide, LLC.
