About this file
This document is a Notice of Intent to Award a Sole Source Contract from the National Geospatial-Intelligence Agency (NGA) for the Commercial GEOINT Access Portal (CGAP) requirement, a follow-on to the current Global-Enhanced GEOINT Delivery (G-EGD) contract.
NGA intends to issue a sole-source contract to Maxar Technologies, Inc. to provide continued services of disseminating orthorectified, orthomosaicked and 1B unclassified sub-0.5-meter resolution imagery and commercial imagery products. The required solution is a contractor-owned and contractor-operated web-based commercial imagery service, including product discovery, visualization, exploitation, delivery capabilities, and access to historical archived and offline imagery. This is a continuation of the current G-EGD efforts in support of the Intelligence Community, Department of Defense, and Federal Civilian Agencies, as well as U.S. allies and partners. The period of performance is one base year with four one-year option periods.

NOTICE OF INTENT TO AWARD SOLE SOURCE
Under the authority of FAR 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole-source contract award to Maxar Technologies, Inc. for Commercial GEOINT Access Portal (CGAP), a follow-on to the current Global-Enhanced GEOINT Delivery (G-EGD) contract. Pursuant to FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
Further, pursuant to FAR 6.302-1(a)(2)(iii), “Award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling the agency’s requirements.”
The scope of CGAP will provide continued services of disseminating orthorectified, orthomosaicked and
1B unclassified sub-0.5-meter resolution imagery and commercial imagery products. In addition, CGAP will host and expose 3rd party delivered data as Government Furnished Information (GFI), to include, but not limited to, Synthetic Aperture Radar (SAR), hyperspectral imagery (HSI), radio frequency (RF) sensing and video. The required solution will consist of a contractor-owned and contractor-operated web-based commercial imagery (CI) service, which includes product discovery, visualization, exploitation, delivery capabilities, and access to historical archived and offline imagery. This action is a continuation of the current G-EGD efforts in support of Intelligence Communities (IC), Department of
Defense DoD, and Federal Civilian Agencies, and missions carried out in partnership with U.S. allies and partners.
NGA conducted extensive Market Research in calendar years 2021 and 2023 by posting multiple
Requests for Information’s to www.SAM.GOV to gauge interest from Industry as well as assess the capabilities of interested vendors. This market research was conducted to identify and examine vendors capable of fulfilling the CGAP requirements of a contractor-owned and contractor-operated solution and to develop an acquisition strategy appropriate to meet NGA’s future requirements. The RFI assessed industry’s capability of fulfilling requirements in the critical areas of: Data Requirements, Production
Services, Offline Data Production, Content Management, and Security. NGA has determined Maxar is the only source able to satisfy all of the requirements through its existing commercial service. The period of performance for this requirement is one (1) base year, and four (4) one-year options. This notice is in accordance with FAR Subpart 5.2 and is not a request for competitive proposals.
