About this file
This is a Notice of Intent to Award issued by the Northern Wasco County People's Utility District (NWCPUD) regarding fiber optic construction services for Quality Life Networks in Wasco County, Oregon. The District solicited proposals through an RFP issued on October 9, 2025, for comprehensive Fiber to the Premises (FTTP) broadband infrastructure construction, maintenance, and emergency restoration services. The scope of work encompasses labor, equipment, materials, and personnel for network build and repair tasks across both aerial and underground fiber optic installations. A non-mandatory pre-bid meeting was held on October 23, 2025, at 3:00 PM, with proposals due on November 7, 2025, at 3:00 PM PST. The Notice of Intent to Award, dated November 18, 2025, identifies Paramount as the recommended successful responsive bidder following evaluation of submissions based on selection criteria including contractor experience, qualifications, resource availability, technical capabilities, past performance, and cost competitiveness. Contract execution is anticipated for December 12, 2025.
The award is contingent upon execution of a written contract with terms and conditions acceptable to the District, and the notice does not constitute contract formation until such agreement is finalized. Contractors must be active and in good standing with the Oregon Construction Contractors Board (CCB) and submit detailed proposals using the Exhibit C Work Order Bid Sheet with unit pricing for various network construction and maintenance activities. Materials not provided by the owner will be reimbursed at cost plus 15%. The District reserves the right to reject any or all submissions in the public interest and may revoke the award and select the next highest-ranked bidder if the apparent successful bidder fails to execute a contract. Exhibit No. 1, referenced in the notice, provides value-based scoring details for each submitted bid, though specific award values and detailed scoring information are not disclosed in this document.
