About this file

Amendment #002 - RFI Responses is a Request for Information clarification document issued by Northern Wasco County Public Utility District addressing 12 questions submitted by potential bidders regarding a fiber optic installation and maintenance contract. The project involves aerial and underground fiber installation, system improvements, repairs, and line extensions within the district's service area. The contractor will begin work in December with an initial one-year contract term, renewable in one-year increments as state law allows. The contract scope includes fiber lashing in the communication space on both district-owned poles and potentially poles beyond district boundaries, underground installations in solid rock conditions, and maintenance of existing network infrastructure. No formal bidders' meeting or site visit dates are specified in this document.

Pricing is not subject to prevailing wage requirements, as individual jobs will fall under the $50,000 threshold, though the parties agree to work together should a specific job exceed this amount. The project is not BEAD-funded and has approximately $1 million available in the 2026 capital budget for system improvements, repairs, and line extensions. Contractors are not required to establish a staging area or yard, as the district will coordinate use of two to three county facilities. Bidders are instructed to complete unit cost pricing only in Exhibit C, column G, regardless of zero quantities listed. No backlog of orders exists; however, the district has a backlog of maintenance issues requiring correction.
