About this file
This is a Notice of Intent to Award for an Invitation to Negotiate (ITN) issued by Michigan's Department of Military and Veterans Affairs to procure fire services at Camp Grayling, Grayling Army Airfield, MATES, and surrounding Camp Grayling property. The ITN was posted on SIGMA VSS on December 15, 2025, for a 22-day period with a proposal due date of January 6, 2026. The State received one response from an alternative bidder, the Township of Frederic Fire Department, in addition to the intended source, the City of Grayling Fire Department. The Joint Evaluation Committee evaluated all responses to determine viability and responsiveness to the mandatory requirements outlined in the ITN solicitation.
The Township of Frederic Fire Department was deemed not to be a viable alternative based on its inability to meet the minimum response time requirements specified in the ITN. The Frederic fire station is located 8 miles from Grayling Army Airfield, which prevents the department from achieving the required response times of five minutes for unannounced first arriving company and one minute for announced first arriving company in aircraft rescue and firefighting operations. Consequently, the Joint Evaluation Committee recommended awarding the contract to the City of Grayling Fire Department, pending State Administrative Board approval if applicable. The Frederic Fire Department was notified of this determination on January 15, 2026.

1. ITN Evaluation Process
A Responsible Vendor is a vendor who demonstrates the ability to successfully perform the duties identified by the ITN. A Responsive proposal is one that is submitted in accordance with the ITN instructions and meets all mandatory requirements identified in the ITN.
The response to this ITN was reviewed by the Joint Evaluation Committee.
2. ITN Evaluation Results
Frederic Fire Department
The Township of Frederic (ToF) Fire Department Vendor Worksheet stated their fire station was located 8 miles from the Grayling Army Airfield. The distance from the Frederic fire station to the Grayling Army Airfield prevents the Frederic Fire Department from meeting minimum response times for aircraft rescue and firefighting of five (5) minutes for unannounced first arriving company and one (1) minute for announced first arriving company as required on the ITN. The JEC determined the ToF was not a viable alternative.

3. Award Recommendation:
Because the response(s) from the bidder identified above is not a viable alternative(s) to the intended source, an award recommendation is made to City of Grayling-Fire Department pending State Administrative Board approval if applicable.
