About this file
The document is a Notice of Intent to Award a Contract issued by the State of Alaska Municipal Bond Bank Authority. However, the specific details such as the RFP number, RFP subject, date issued, and procurement officer information are not filled out in this template document. The form provides a framework for announcing the state's intent to award a contract, with space to list offerors, their responsiveness, total scores, and most advantageous bidder. The document includes instructions that an offeror wishing to protest the notice must file with the procurement officer within ten calendar days, and the selected offeror should not proceed until receiving an official Contract Award or notice to proceed.
The notice outlines the protest procedure according to Alaska Statute 36.30.365, emphasizing that proceeding without an official contract award is done at the offeror's own risk. The document uses a legend to define key terms: "@" indicates the Most Advantageous offeror, "YES" signifies a Responsive and Responsible Offeror, and "NO" denotes a Non-Responsive or Non-Responsible Offeror. The form includes a summary table with columns for Offeror, Responsiveness, Total Score, and Most Advantageous designation, though in this template these fields are blank.
