Notice of Intent to Award a Sole Source Contract

This is a Notice of Intent to award a sole-source, firm-fixed-price contract to Computer Information Systems INC (CIS) for Computer Aided Dispatch (CAD) System Maintenance & Support services. The National Park Service (Great Smoky Mountains National Park and Blue Ridge Parkway) requires comprehensive maintenance and technical support for a proprietary CAD system used for emergency call processing, responder coordination, and law enforcement operations. The procurement is conducted under FAR 6.302-1 (Only One Responsible Source) with NAICS code 541519 and PSC code DA10.

Required services include 24/7/365 remote diagnostics and help desk support with a 4-hour telephonic response-time service level agreement, SQL database maintenance, system and interface support for IMARS and TN/NC integrations, installation of software updates and cybersecurity patches in accordance with NPS security guidance, quality assurance testing prior to deployment, and technician personnel meeting NPS background check, confidentiality, and IT security training requirements. The sole-source justification is based on the proprietary nature of the CAD system and the original equipment manufacturer's exclusive control of source code, system architecture, interface modules, software update utilities, and cybersecurity patch mechanisms. The contract has an anticipated period of performance of one base year from the date of award with options for annual renewal. Vendors who believe they possess OEM authorization and capability may submit a detailed capability statement addressing demonstrated OEM authorization, technical ability to meet all requirements, and evidence of certified access to proprietary CAD system components. Responses must be submitted no later than 06/05/2026 at 15:00 ES to Arcoiris Cuetara-Higa at arcoiris_cuetara-higa@ios.doi.gov. This notice is not a solicitation and no competitive solicitation will be issued; the Government will not reimburse costs incurred in response to this notice.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

Department of the Interior National Park Service Great Smoky Mountains National Park & Blue Ridge Parkway

Project Title: CAD System – Maintenance & Support NAICS: 541519 – Other Computer Related Services PSC: DA10 – IT and Telecom – Application Development/Support Services

1. Purpose

The National Park Service (NPS), Great Smoky Mountains National Park (GRSM) and Blue Ridge Parkway (BLRI), intends to award a sole-source, firm-fixed-price contract for Computer Aided Dispatch (CAD) System Maintenance & Support. This acquisition is conducted under the authority of FAR 6.302-1, Only One Responsible Source.

2. Description of Requirement

The NPS requires comprehensive maintenance and technical support for its proprietary CAD system, which is used to process and track emergency calls, coordinate responders, and support mission-critical law enforcement and public safety operations. Due to the life-safety nature of dispatch operations, the CAD system must maintain continuous availability.

Required support services include:

• 24/7/365 remote diagnostics and help desk support

• 4-hour telephonic response-time service level agreement

• SQL database maintenance and support

• System and interface support, including IMARS and TN/NC integrations

• Installation of software updates, cybersecurity patches, and version releases in accordance with NPS security guidance

• Quality assurance testing prior to deployment

• Technicians meeting NPS background check, confidentiality, and IT security training requirements

3. Basis for Sole Source

The CAD system in use by GRSM and BLRI is proprietary, and the original equipment manufacturer (OEM) retains exclusive control and rights to:

• Source code

• System architecture

• Interface modules

• Software update utilities

• Cybersecurity patch mechanisms

Only the OEM is authorized to provide software maintenance, updates, troubleshooting, and database-level support essential to system functionality.

Third-party resellers:

• Are not technically capable of performing required maintenance

• Cannot meet NPS security, interface, or integration requirements

• Are no longer small businesses and do not contribute toward small-business credit

The OEM remains a small business, and similar CAD support requirements at other NPS units have historically been met exclusively through direct sole-source awards to this vendor.

Given these technical, proprietary, and security constraints, no other source is capable of meeting the Government’s minimum needs.

4. Period of Performance

The anticipated period of performance is one (1) base year from the date of award, with the option for annual renewal.

5. Intent to Sole Source

The Government intends to award a sole-source contract to:

Computer Information Systems INC (CIS)

6. Response Instructions

Vendors who believe they possess the capability and OEM authorization necessary to meet all technical, proprietary, and security requirements may submit a detailed capability statement addressing:

• Demonstrated authorization from the OEM

• Technical ability to meet all requirements in the SOW

• Evidence of certified access to proprietary CAD system components

Responses must be submitted no later than 06/05/2026, 15:00 ES to:

Arcoiris Cuetara-Higa Contract Specialist Email: arcoiris_cuetara-higa@ios.doi.gov

Late or incomplete submissions will not be considered.

7. Disclaimer

This Notice of Intent is not a solicitation. No competitive solicitation will be issued. The Government will not reimburse any costs incurred in response to this notice.
