It is the intent of the National Archives and Records Administration (NARA) to solicit and enter into a sole source, fixed price contract with Wolters Kluwer Financial Services, Inc., 4221 West Boy Scout Boulevard, Suite 500, Tampa, FL 33607-1410. NARA requires all audit software, licenses, and maintenance support necessary to complete replacement of the existing TeamMate AM software, licenses, and maintenance support with the new and upgraded web-based, TeamMate+ Audit Management software solution, licenses, and maintenance support. The TeamMate+ software will increase efficiency and expand configurability to support the business needs of NARA’s OIG at Archives II in College Park, MD. The current TeamMate AM software has reached end-of-life and will no longer be supported by Wolters Kluwer. The reliability of TeamMate+ in audit management is paramount to NARA OIG’s mission. TeamMate+ is an integral part of NARA OIG’s automated audit management system environment, providing critical functionality such as audit data migration from TeamMate+, point to point reference within most workpapers, the continual encryption of audit information and interoperability with other Federal offices. This audit management work must be accomplished without disrupting NARA OIG’s evolving audit needs while continuing to allow the OIG use of the TeamMate product. See the attached justification and approval.
The proposed contract action will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. The period of performance is from the date of contract award for 12 months plus four (4) option years. The anticipated award date is September 1, 2022. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source as authorized by FAR Subpart 13.106-1(b), Soliciting from a Single Source. See the attached Justification and Approval.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency by no later than 4:00 PM ET on August 26, 2022. This notice of intent is not a request for competitive proposals. However, all capacity statements received after the date of publication of this synopsis and prior to 4:00 PM ET on August 19, 2022, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred in responding to this notice.
