About this file

This is a Notice of Intent to Award Sole-Source Contract issued by the City of Eugene, Oregon, regarding parking services provided by a virtual attendant system. The City intends to contract with Parker Technology as the sole-source provider for this parking management product. The contract term extends through August 31, 2027, representing a five-year period. The City has established a notification deadline of 5:00 PM on September 19, 2022, for any other qualified suppliers to submit written notifications to the Eugene Purchasing Office at Eugene.Purchasing@ci.eugene.or.us if they can provide equivalent products or services. Should no competing suppliers submit notifications by this deadline, the City will proceed with awarding the sole-source contract to Parker Technology.

The estimated contract cost is $70,000 for the first fiscal year, with projected annual costs of $60,000 in subsequent years, totaling $310,000 over the five-year contract period. The sole-source award is authorized under Eugene Code 2.1430 and City of Eugene Administrative Order 44-14-08F, consistent with Public Contracting Rules 2014, 137-047-0275. This procurement approach indicates the City has determined that Parker Technology's virtual attendant parking system possesses unique or specialized characteristics that justify sole-source consideration, provided no other qualified suppliers demonstrate capability to deliver equivalent services within the specified timeframe.
