THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S
INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON CONTRACT TO DOAPPS, INC
TO PROVIDE AIRFORCE APP MAINTENANCE.
The Department of Defense (DoD), Defense Media Activity (DMA) intends to award a sole source contract under the statutory authority 10 U.S.C 2304(c)(1) permitting Other Than Full and
Open Competition, the Test Program for Commercial Items (Section 4202 “Application of
Simplified Procedures to Certain Commercial Items” of the Clinger-Cohen Act of 1996), as implemented in Federal Acquisition Regulation, FAR 13.501 “Special Documentation
Requirements.” DMA intends to issue a sole source contract to DoApps, Inc 1652 Greenview Dr, Minneapolis, Minnesota in an effort entitled Air Link/App. The anticipated period of performance will be for one year with additional four year options pursuant to FAR 52.217-9, Option to Extend the Term of the Contract. Anticipated award for a sole source contract to
DoAps, Inc to provide a tablet/smartphone app to deliver multiple streams of news, photography and video to our audience. The Government anticipates a firm fixed price.
This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

All information submitted should support the offeror’s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror’s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The
Government reserves the right to cancel the Sole Source Award. The primary North American
Industry Classification System (NAICS) code is 541511 – Custom Computer Programming
Services, and the small business size standard is $27.5M. This notice of intent is not a request for competitive quotations; however, all responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
