About this file

This document is a Notice of Intent to Award a Sole Source Contract for a specialized military medical research study. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate exclusively with the Metis Foundation for the Advancement of Military Medicine to conduct research on "Mapping Temporal Dynamics of Immune Responses in Severe Multisystem and Orthopedic Polytrauma Using Single-Cell Multiomics" in support of the U.S. Air Force 59th Medical Wing.

The research aims to characterize immune responses in polytrauma patients, with objectives including identifying prognostic indicators, understanding inflammatory syndrome, and exploring potential therapeutic targets. The project will investigate immune biomarkers and response patterns in patients with and without orthopedic trauma. Interested parties must submit written responses demonstrating capability by 10:00 AM EST on 29 May 2025. If no competitive responses are received, the contract will be awarded solely to Metis Foundation. The project falls under NAICS code 541715 for research and development in physical, engineering, and life sciences, with a PSC Code of AN12 for medical biomedical research.

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

Notice ID Number: HT9425-25-NOI-JBC-01

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the United States Air Force 59th Medical Wing, Science and Technology (59th MDW/ST) Office located at Joint Base San Antonio – Lackland Air Force Base, Texas, to negotiate on a sole source basis with the Metis Foundation for the Advancement of Military Medicine (METIS), 84 NE Loop 410 Suite 325 San Antonio, TX 78216-5910 for a research study titled, “Mapping Temporal Dynamics of Immune Responses in Severe Multisystem and Orthopedic Polytrauma Using Single-Cell Multiomics.”

Through this proposed study, it is anticipated that the thorough single-cell multiomic characterization of immune responses following severe polytrauma, and their association with the risks of further complications, will be determined. The findings of this study will advance the understanding of polytrauma inflammatory syndrome, identify new prognostic indicators for stratifying polytrauma patients, and highlight potential therapeutic targets for controlling inflammation and reducing mortality. Additionally, by elucidating differences in specific immune biomarkers and patterns between polytrauma patients with and without major orthopedic trauma, there is potential to uncover a complement of immune responses and subsequent therapies that may differ depending on the presence of orthopedic injuries.

Successful completion of this project will not only fill an important gap in combat casualty care to explain the systemic immune response profiles and underlying mechanisms of severe polytrauma but also allow for the construction of the innate and adaptive immunity pathways that correspond to outcomes after trauma.

The North American Industry Classification System (NAICS) for this requirement is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the PSC Code is AN12, (R&D-Medical: Biomedical (Applied Research/Exploratory Development).

This announcement fulfills the synopsis requirements under FAR 5.203(a). This Special Notice of Intent is not a request for competitive quotes. Any source that believes they are capable of providing these services must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to The Metis Foundation for the Advancement of Military Medicine.

All questions and responses concerning this notice shall be emailed to Mr. Brandon Clingan at james.b.clingan.civ@health.mil and Mr. Doug Medcalf at douglas.a.medcalf.civ@health.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Standard Time (EST) on 29 May 2025.
