About this file
This is a Notice of Intent document from Haskris Co. regarding a pre-solicitation opportunity for water-cooled chiller units.
The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) at the National Institutes of Health is procuring two water-cooled chiller units to support helium reliquifier systems for nuclear magnetic resonance (NMR) research equipment. The chiller units will be located in buildings 5 and 8 on the NIH campus in Bethesda, Maryland, and will provide constant chilled water flow to remove heat generated during the helium reliquification process. Water-cooled units are required rather than air-cooled to prevent excessive heating in the rooms containing the NMR magnets. The procurement is being conducted by the Department of Health and Human Services National Institutes of Health Office of Logistics and Acquisition Operations under solicitation number 75N98026Q00896HASKRISCO. Haskris Co. has submitted notice of its intent to respond to this pre-solicitation opportunity, indicating the company's interest in competing for the contract award.

Description
INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
HASKRIS CO
776 N Oaklawn AVE Elmhurst, Illinois 60126-1406 United State
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 333415with a Size Standard $34M.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
GENERAL INFORMATION
1. Title: Water-Cooled Chiller Units for Helium Reliquifiers.
2. Background Information: The mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is to conduct and support medical research and research training and to disseminate science-based information on diabetes and other endocrine and metabolic diseases; digestive diseases, nutritional disorders, and obesity; and kidney, urologic, and hematologic diseases, to improve people’s health and quality of life.
The Solid State NMR and Biomolecular Physics Section (SSNMRBPS) of the Laboratory of Chemical Physics, National Institute of Diabetes and Digestive and Kidney Diseases carries out research on the molecular structures and interactions of proteins and protein assemblies with important roles in biology and human disease. This research depends on nuclear magnetic resonance (NMR) measurements that are performed in helium-cooled superconducting magnets. To eliminate requirements for periodic helium refills of two NMR magnets, located in buildings 5 and 8 on the NIH campus in Bethesda, MD, SSNMRBPS is currently procuring two helium reliquifier systems. These helium reliquifier systems require a constant flow of chilled water to remove heat that is generated in the helium reliquification process. It is therefore necessary to procure two chiller units, which will be used in conjunction with the helium reliquifier systems. The two chiller units must be water-cooled (rather than air-cooled) to avoid excessive heating within the rooms that contain the NMR magnet
