About this file

This is a Notice of Intent announcing a firm-fixed-price purchase order award by the National Institutes of Health to Evident Scientific MIS, Inc. for a motorized objective lens under FAR Part 6.302-1.

The requirement is for an Evident FV30-AC25W motorized objective lens to be integrated with an existing Evident/Olympus FVMPE-RS multiphoton microscope and its proprietary FLUOVIEW™ control software. The motorized objective lens is necessary to automatically correct spherical aberration, an optical distortion that degrades image quality and accuracy when imaging deep within biological tissue samples. The Government emphasizes that this specific model is critical because alternative objective lenses, even with thread adapters, would break the automated software feedback loop required for optimal collar positioning and negate the purpose of the motorized collar acquisition. The contract type is firm-fixed-price, though no pricing information is provided in this notice. This is not a competitive procurement; however, small businesses (including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses) may submit written capability statements demonstrating their ability to perform the requirement by 3:00 p.m. EDT on September 14, 2026, to david.shen@nih.gov. Award is anticipated approximately ten days after the notice date unless the Government determines another vendor can meet the requirement. The Government reserves sole discretion to compete the award based on capability statement responses.

Notice of Intent: Motorized objective lens

(75N98026Q01156)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Evident Scientific MIS, Inc.

To obtain consistently clear and high-resolution 3D images of biological samples, we require a specialized microscope component. When imaging deep within samples like biological tissue, a common optical issue known as spherical aberration causes the images to become progressively blurry and distorted. This distortion compromises the quality and accuracy of scientific data. The necessary equipment is a motorized objective lens that automatically corrects these optical distortions. The most critical factor is that the Evident FV30-AC25W is explicitly designed to integrate with the hardware and proprietary control software (FLUOVIEW™) of an existing Evident/Olympus FVMPE-RS multiphoton microscope. Purchasing a different objective (even with a thread adapter) would break the automated software feedback loop that calculates the optimal collar position, negating the entire point of buying a motorized collar.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
