Notice of Intent for Single-Source Award

This is a Notice of Intent issued by the National Institutes of Health to award a firm fixed-price purchase order to Rogue Research (US) Inc. for a Vega camera component for the BrainSight system (Contract Number 75N98026Q01079). The acquisition will include a credit from a previous purchase. The Vega camera is a high frame-rate, wide field-of-view motion-tracking camera required to replace a non-operational original camera that shipped with the BrainSight system. The camera serves as a critical component for the BrainSight system's precision targeting capabilities during transcranial magnetic stimulation (TMS) studies and enables functional integration with the TMS-Cobot robotic arm used to position the TMS coil on the patient scalp.

The award is being justified under FAR Part 6.302-1 (sole source authority) and is not a competitive solicitation. However, eligible small businesses—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—may submit written capability statements demonstrating their ability to meet the requirement by 3:00 p.m. EDT on August 28, 2026, to david.shen@nih.gov. The Government reserves the right to compete the award based on capability statement responses. Award is anticipated approximately ten days after the notice date unless another vendor demonstrates capability to meet the requirement.

Notice of Intent: Vega camera for BrainSight system

(75N98026Q01079)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Rogue Research (US) Inc. A credit will be applied to this acquisition from a previous purchase.

Our overall program objective is to perform translational human subjects research that leads to the development of new therapeutic technologies for the rehabilitation of motor skill function following brain injury or stroke. The BrainSight system is an important piece of equipement used in non-invasive brain stimulation studies, as it allows precision targeting of brain regions with TMS. The Vega camera is a required component for the BrainSight system to work, and is also needed for functional integration of the TMS-Cobot (robotic arm used to hold and position the TMS coild over the patient scalp). The Vega camera replaces the original camera, which is no longer operational, that shipped with the BrainSight system when purchased. The Vega camera for BrainSight is a high frame-rate, wide field-of-view motion-tracking camera compatible with the TMS-Cobot.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
