Notice of Intent for Plasma Metabolomics Research Services

This is a Notice of Intent issued by the National Institutes of Health (NIH) to award a Firm-Fixed-Price Purchase Order to Metabolon, Inc. under contract 75N98026Q01039. The procurement represents a continuation of prior NIH Purchase Orders 75N92025P00375 and 75N92023P00298. The Center for Research on Genomics and Global Health (CRGGH) seeks metabolomics analysis services for plasma samples collected from over 6,000 individuals in the United States and internationally. The required services include global metabolomics analysis plus a Short Chain Fatty Acid (SCFA) panel to study cardiometabolic diseases including obesity and insulin resistance.

The primary objective is to compare changes in metabolites across oral glucose tolerance ranges in individuals with or without obesity. A secondary objective is to compare metabolic profiles across CRGGH cohorts to evaluate the role of environmental factors on comorbidities associated with cardiometabolic diseases. While this is not a competitive procurement, the NIH invites qualified small businesses (including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses) to submit written capability statements demonstrating their ability to perform the requirement by 3:00 p.m. EDT on August 24, 2026, to david.shen@nih.gov. The Government reserves the right to compete the award based on responses received. An award is anticipated approximately ten days after the notice date unless another vendor demonstrates capability to meet the requirement.

Notice of Intent: Plasma metabolomics for cardiometabolic diseases

(75N98026Q01039)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Metabolon, Inc. This procurement is a continuation of NIH Purchase Orders 75N92025P00375 and 75N92023P00298.

The Center for Research on Genomics and Global Health (CRGGH) explores how genetic and environmental factors contribute to the onset of complex diseases like Type 2 diabetes, obesity, and hypertension. Over the past two decades, CRGGH has gathered phenotypic data from more than 6,000 individuals both in the United States and internationally. The purpose of the procurement is to study global metabolomics plus Short Chain Fatty Acid (SCFAs) panel in plasma samples of individuals with cardiometabolic diseases (including obesity, insulin resistance). This project will compare changes in metabolites (small molecules) across oral glucose tolerance range in individuals with or without obesity. A secondary objective of this procurement is to compare the metabolic profile of individuals across CRGGH cohorts to infer the role of environment factors, for example living in different environments, on comorbidities associated with cardiometabolic diseases.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 3:00 p.m. EDT on August 24, 2026.
