The project scope includes: installation and termination of 48 strands of single-mode Zayo dark fiber along the Fort Collins drive to the WWVB building; activation and testing of 2 strands between NIST Boulder and Fort Collins, Colorado facilities; a 12-month renewable lease for infrastructure use; initial setup and a 12-month renewable lease for access to an In-Line Amplifier (ILA) site. Installation deliverables must be completed within 9 months of award, with an installation schedule, fiber path plan, and safety documentation due within 30 business days. The contractor must provide 24/7 network support with 4-hour emergency response throughout the 5-year lease period. Invoicing includes partial payments at completion of activation installation and testing, followed by monthly or quarterly lease invoicing. The work is designated as low risk. The solicitation is issued under the Revolutionary Federal Acquisition Regulation Overhaul (RFO FAR) 6.103-1 authority allowing sole-source award based on only one responsible source being capable of satisfying requirements. Interested contractors must submit an interest letter and capabilities statement by August 25, 2026, 10:00 AM (MT) to Contracting Officer Shawn Borisow at shawn.borisow@nist.gov. The NAICS code is 517111 (Wired Telecommunications Carriers) with a size standard of 1,500 employees.

DRAFT Statement of Work Specification for NIST Time Service Dark Fiber
Installation of New Zayo Dark Fiber Tail, Activation of One Pair of Dark Fiber, and Lease of Services
I. Background
The Mission of the National Institute of Standards and Technology (NIST)/Office of Information Systems Management (OISM)/ IT Security and Networking Division includes: managing all aspects of the NIST IT network and services in support of NIST programs; monitors security, performance, and workload of the network infrastructure to ensure maximum effective use of installed systems; tracks emerging network technology to ensure that new technology and services are introduced that are the best possible match to NIST requirements; responsible for evolutionary design, planning, and implementation of network technologies; manages all aspects of the day-to-day operation and maintenance of the network infrastructure.
II. Summary
The scope of this project is for the installation and termination of (48) strands of single mode Zayo Dark Fiber to include installation along the Fort Collins drive to the WWVB building, and activation and testing of (2) of the strands of fiber between the NIST Boulder and Fort Collins, Colorado (CO) facilities. Thereafter, a lease to provide twelve (12) months (renewable annually) for use of the infrastructure. In addition, because of the distance and high availability requirements to support the NIST Time Service, initial setup, then lease and access to In-Line Amplifier (ILA) site for twelve (12) months (renewable annually).
