About this file

This is a Notice of Intent to award a sole-source contract for specialized laboratory equipment. The National Institutes of Health, specifically the National Eye Institute, intends to award a firm-fixed-price purchase order to Leica Microsystems Inc. for a Leica CM3050 S Cryostat system configured with PreConfig, Moto, Vac, SpecTempCtrl 2nd Compressor, 120V/60Hz power specifications, U.S. 15 AMP power cord, delivery, installation/placement, and standard manufacturer startup verification. The cryostat will support advanced frozen-section research applications including rapidly frozen OCT-embedded specimens, scaffold-supported retinal pigment epithelium preparations, monolayer cultures on permeable supports, sucrose-processed samples, frozen cell pellets, embryo serial sections, ocular tissues from multiple species, engineered multilayer tissues, organoid preparations, and tissue preparation for downstream microscopy applications.

The procurement is issued under FAR Part 6.302-1 authority, indicating noncompetitive justification for award to Leica Microsystems Inc. However, small businesses including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses may submit written capability statements demonstrating their ability to perform. The government reserves sole discretion to compete the award based on submitted responses. Responses must be emailed to david.shen@nih.gov no later than 5:00 p.m. EDT on August 3, 2026, with award anticipated approximately ten days after the notice date unless the government determines another vendor can meet the requirement. The contract number is 75N98026Q00907.
