About this file

This is a Notice of Intent to award a Firm-Fixed-Price Purchase Order for a microscope upgrade. The National Institutes of Health intends to award to Thermo Electron North America LLC for upgrading a Thermo Electron Nicolet DXR2xi Raman microscopy imaging system to a DXR3xi at the Neuro-Oncology Branch, Center for Cancer Research. The upgrade is necessary because the existing DXR2xi will enter End of Guaranteed Support on January 1, 2027, and transition to full retirement status on January 1, 2028, after which manufacturer service and support will cease. The upgrade preserves existing components including lasers, objectives, and transferable parts from the original instrument, making it unique to Thermo Electron's capabilities.

Although this is not a competitive solicitation, small businesses—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—may submit written capability statements demonstrating their ability to perform the requirement by 6:00 p.m. EDT on July 27, 2026, to david.shen@nih.gov. The Government reserves discretion to compete the award based on responses received. An award is anticipated approximately ten days after the notice date unless the Government determines another vendor has the capability to meet the requirement. The contract number is 75N98026Q00834.

Notice of Intent: DXR2xi to DXR3xi microscope upgrade

(75N98026Q00834)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Thermo Electron North America LLC.

The purpose of this acquisition is to upgrade the Thermo Electron Nicolet DXR2xi Raman microscopy imaging system to a DXR3xi at the Neuro-Oncology Branch (NOB), CCR. This upgrade keeps all the components of the previous lasers, objectives and parts of the old instruments that can be transferred to the new one and therefore is unique to Thermo Electron. The instrument will enter End of Guaranteed Support (EOGS) on January 1, 2027, at which time standard service contracts will no longer be available. Beginning January 1, 2028, the DXR2xi will transition to full retirement status, and all manufacturer service and support will cease. The upgrade of the DXR2xi to a DXR3-series microscope platform is necessary to maintain the instrument’s capabilities.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
