About this file

This is a Notice of Intent to award a Firm-Fixed-Price Purchase Order for refrigerated storage services of an investigational drug. The National Institutes of Health, specifically the National Human Genome Research Institute (NHGRI), intends to award the contract to Eminent Services Corp. under FAR Part 6.302-1. The contract number is 75N98026Q00734.

NHGRI requires long-term refrigerated storage for 16 boxes (8x12x14" dimensions) containing 600 sachets per box of an unlabeled clinical-grade investigational drug in powder-in-sachet format. The drug will be used in future clinical trials for indications including GNE-related thrombocytopenia and nephrotic disease. The storage must comply with strict temperature control and FDA-regulatory requirements. Eminent Services Corp. is the incumbent vendor, having successfully stored and labeled the same drug format for the current Phase 2 clinical trial and possessing FDA-reporting documentation familiarity. Additionally, Eminent can perform in-house FDA-required drug labeling using their existing label design, eliminating the need to re-ship unlabeled product elsewhere.

This is not a competitive solicitation; however, small businesses including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses may submit written capability statements demonstrating their ability to perform the requirement by 11:00 p.m. EDT on July 10, 2026, to david.shen@nih.gov. Award is anticipated approximately ten days after the notice date unless the Government determines another vendor possesses the requisite capability.

Notice of Intent: Refrigerated storage of investigational drug

(75N98026Q00734)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Eminent Services Corp.

National Human Genome Research Institute (NHGRI) needs long-term refrigerated storage of a large batch of our unlabeled investigational drug, the drug is packaged as powder-in-sachets and stored in 16 boxes (8x12x14’’box dimensions) and contain 600 sachets/box. NHGRI plans to use this drug in future clinical trials for other indications, such as GNE-related thrombocytopenia or nephrotic disease. The refrigerated storage of the clinical grade drug-in-sachet needs to be conducted under strict temperature control and FDA-regulatory requirements. Eminent has effectively stored and labeled drug-in-sachet for our currently ongoing Phase 2 clinical trial; they are familiar with the drug and its FDA-reporting documentation. Eminent can perform the FDA-required drug labeling in-house, so we don’t need to re-ship (and document shipping) the unlabeled drug elsewhere for this process. Since Eminent also labeled drug-in-sachet for our current clinical trial, we can use their same label design (with different printed information) for this new batch of drug.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on July 10, 2026.
