About this file

This is a Notice of Intent for a sole-source purchase order from the National Institutes of Health to Pacific Biosciences of California, Inc.

The NIH Intramural Sequencing Center requires PacBio sequencing reagents and SMRT cells compatible with the Pacific Biosciences Revio sequencer platform. The required materials include specialized library reagents, adapters, and enzymes that are proprietary to Pacific Biosciences and unavailable from alternative sources. The procurement is being conducted under FAR Part 6.302-1, justifying sole-source award based on the unique technical requirements and single-source availability of these materials. An award is anticipated approximately ten days after the notice date unless the Government determines another vendor can meet the requirement. Small businesses—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—may submit written capability statements by the deadline to demonstrate their ability to perform the requirement. The Government retains sole discretion to compete the award based on responses received. Responses must be submitted to david.shen@nih.gov no later than 11:00 p.m. EDT on July 2, 2026. The purchase order will be firm-fixed-price. Contract number 75N98026Q00697 is assigned to this opportunity.

Notice of Intent: PacBio sequencing reagents

(75N98026Q00697)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Pacific Biosciences of California, Inc.

The NIH Intramural Sequencing Center (NISC) is a centralized research facility for performing high-throughput, large-scale DNA sequencing and sequence analysis. NISC prepares specialized libraries for generating extremely long sequencing reads from unamplified DNA or RNA on a Pacific Biosciences Revio sequencer. Reagents must be compatible with this platform. NISC requires reagents to meet sequencing demands. Pacific Biosciences is the sole provider of the SMRT cells and sequencing reagents required to operate the Revio. These materials are specially configured for the instrument and the requirements of a run. Library reagents include specialized adapters and enzymes that are proprietary to Pacific Biosciences, so these are not available from other sources.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on July 2, 2026.
