About this file

This is a Notice of Intent to award a Firm-Fixed-Price Purchase Order for a single-source contract (75N98026Q00489). The National Institutes of Health intends to award the contract to ECOG-ACRIN Medical Research Foundation, Inc., pursuant to FAR Part 6.302-1. The requirement involves digital transfer of histological slide images and clinical data related to clear cell renal cancer research.

The scope of work requires the contractor to support the Ruppin lab's pathologic prediction analysis by applying molecular prediction models to digitized histopathology slides from 1,154 clear cell kidney cancer patients. The deliverable includes path-omic analysis and clinical correlation of the entire patient cohort to confirm data from a previously analyzed subset and provide a well-annotated dataset for comparison with ongoing patho-mic analyses. The inferred omics data (bulk RNA gene expression and DNA methylation predictions) will be made available to all consortium members. While this is not a competitive procurement, small businesses—including 8(a) contractors, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—may submit written capability statements demonstrating their ability to perform the requirement. Responses must be emailed to david.shen@nih.gov no later than 11:00 p.m. EDT on June 10, 2026. Award is anticipated approximately ten days after the notice date, unless the Government determines another vendor has the requisite capability.

Notice of Intent: Digital transfer of histological slide images and clinical data

(75N98026Q00489)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to ECOG-ACRIN Medical Research Foundation, Inc.

Accurately predicting which patients will respond to cancer treatments is the central goal of precision oncology. While molecular data such as transcriptomics and DNA methylation provide comprehensive insights, obtaining such data remains costly and time-consuming. Addressing these challenges, the Ruppin lab has recently developed a variety of models that can predict bulk RNA gene expression and DNA methylation directly from histopathology slides.

This data sharing request seeks to further enrich our understanding of these molecular profiles by applying the pathologic prediction analysis tools mentioned above to the larger cohort of the clear cell renal cancer patient for which we have digitized slides of their primary renal tumors. This should confirm the data acquired from the previously analyzed subset and the path-omic analysis and clinical correlation of the entire 1154 participants with clear cell kidney cancer will provide a well- annotated data set to compare with other ongoing patho-mic analyses of high-risk clear cell kidney cancer. This inferred omics data will be made available to all consortium members.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on June 10, 2026.
