About this file

This is a Notice of Intent to award a Firm-Fixed-Price Purchase Order for aquatic animal feed. The National Institutes of Health intends to award the contract to Moore-Clark USA Inc. for Gemma 300, 150, and 500 aquatic animal feed products under contract number 75N98026Q00284. The justification for sole-source acquisition, cited under FAR Part 6.302-1, is that Moore-Clark USA Inc. is the only known responsible source capable of meeting the government's standards. The Gemma feed products have been tested, screened, and approved by the facilities veterinarian and researchers to meet the specific nutritional and dietary requirements of the aquatic animals. Switching to alternative feed sources would require extensive and costly testing to verify compliance with the Animal Program Director's and research committee's nutritional standards, potentially compromising ongoing studies and risking animal welfare due to feeding lapses.

The notice invites small business entities—including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses—to submit written capability statements demonstrating their ability to perform the requirement. The government retains discretionary authority to compete the award based on responses received. Responses must be submitted via email to david.shen@nih.gov no later than 11:00 p.m. EDT on May 9, 2026. Award is anticipated approximately five days after the notice date unless the government determines that another vendor possesses the capability to meet the requirement.

Notice of Intent: Gemma Micro aquatic animal feed

(75N98026Q00284)

The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Moore- Clark USA Inc.

In accordance with FAR Part 6.302-1, Moore-Clark USA Inc is the only known responsible source who can provide the products/services that meet our standards. No other source has been identified who can provide the requirements listed below.

Gemma 300, 150, and 500 are needed in the aquatic facilities to meet the nutritional and dietary needs of the animals housed in the facility. It is imperative this diet be acquired to meet the nutritional needs of the animals to ensure loss of life due to malnutrition does not occur. This acquisition is needed to ensure feed schedules continue with no lapse in feeding and that the facility is sufficiently stocked to account for the fluctuation in amount of feed used due to the increase and decrease in animal population.

The Gemma 300, 150, and 500 have been tested/ screened and approved for use by the facilities veterinarian and the researchers whose animals are housed in the aquatic facility for meeting the nutritional and dietary needs of the aquatic animals. Purchasing any feed other than what is being requested in this order will need to go through extensive testing prior to use to determine if they meet all the nutritional and dietary requirements set by the Animal Program Director and research committee to ensure the nutritional and dietary requirements are met and the integrity of the studies being conducted won’t be compromised. This process will cost the government additional funds and extensive time to conduct the various testing’s and leave the facility with no means of feeding the animals resulting in death from malnutrition and loss in valuable research.

This notice is not a request for competitive quotes. Moore-Clark USA Inc is the service provider.

However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on May 9, 2026.
